STATEMENT OF WORK
PART 1 – GENERAL
A. Intent of Contract The intent of this project is to provide an engineering re-evaluation study of the NMIC Garage structure located at National Maritime Intelligence Center, Suitland, Maryland. The objective of the investigation is to update and/or validate findings from previous studies completed in 2012 and 2014. There are quarterly visual inspections as recommended by the assessments. These inspections confirm that the garage is structurally deteriorating but there is no maintenance program to repair areas identified, as required to extend the service life of the garage.
B. Delivery Order The deliverable for this project will consist of a written, illustrated report including:
a) Verify if the previous structural assessment of the NMIC Parking Garage has changed from the previous study findings.
b) Provide documentation to support changes in the condition of the structure from the previous studies.
c) Reassess the life expectancy of the Garage.
d) Determine and identify if there are specific areas that should be closed off that are currently not at this time and the number of parking spaces to be lost.
e) Determine if areas that are currently closed should remain closed
f) Assess the need for a maintenance program to repair concerns addressed in quarterly visual inspections and how lack of a program can affect the life expectancy of the garage.
g) A draft report for review and comments
h) Two (2) hardcopies and an electronic soft copy.
II SERVICES REQUIRED
A. Survey and Analysis
1. Conduct a general, visual survey of the garage and record the extent of deterioration and the quantity and scope of the needed repairs. The survey will be a visual survey. No laboratory testing is included, but if observed conditions indicate a more detailed inspection, then a detailed structural evaluation or testing is needed, the observed conditions will be discussed with the Director, N4 Office of Naval Intelligence and other NMIC stakeholders.
2. A structural engineer with demonstrated experience with concrete garage should perform a structural evaluation of the building. This information will be incorporated into the report as a separate section. Information should be based upon archival and physical research. It should include the methodology for completing the work, all calculations on which the conclusions are based, and a description of the structural evolution of the resource to its current condition. Section should include a subsection which discusses a review of previous work performed in the Garage (either by contract or in-house) with a determination on whether specific elements (e.g. mechanical equipment additions/relocations, previous structural repairs, changes in loading capacity, allowable limits, weathering, fire protection system additions, alterations and openings, etc.) of that work in anyway contributed to recently identified structural instability.
3. Systems to be evaluated include all structural elements of the previous report such as foundations, vertical and horizontal support, structural framing systems, exterior walls, exterior drainage systems, and the impact of outside forces such as subsurface conditions. The existing structure shall be evaluated for integrity, intactness, damaged or deteriorated conditions, and the capacity to adequately support the recommended use and treatment. Areas requiring remedial work to prevent structural failure or a hazardous condition shall be identified and recommended corrective measures or immediate closure shall be provided. Photographs, X-ray photographs or other non-destructive testing, drawings, or sketches to support findings shall also be included.
4. Engineer shall also analyze the repairs completed in 2016 and reassess the garage life expectancy provided in the 2012 and 2014 structural assessments.
5. Vibration, impact and weathering shall all be considered in the study.
B. Repair Plan The A/E shall update and or validate the repair plan that identifies recommended repairs from the previous report completed December 2012 and reassessment in March 2014, confirm or rebut priority, along with recommendations for a phased, prioritized strategy of the work. Prepare budget estimates of the cost of performing the new work. The budget estimates will include any added cost resulting from phasing (if any) of the work.
C. Report
1. Prepare a written, illustrated report of the findings of the survey to include drawings and photographs, (including x-ray photographs if any) of typical and special conditions, narrative description of the physical condition of the garage, phased, prioritized recommendations for repair, areas requiring closure and a summary of the new findings. A draft and final report will be submitted for review and comment. All recommendations for repairs and rehabilitation of the garage should be in compliance with the Secretary of the Interior’s Standards for Rehabilitation and the applicable Building Codes (ACI, UFC, IBC, DC government building codes, ect.).
2. Review the report scope of the recommended work and the estimated cost of the work with the Director, N4 Office of Naval Intelligence and other NMIC stakeholders to determine if the December 2012 and March 2014 repair work remains and if additional work is required or if de-scoping is possible. Revise the report to incorporate Office of Naval Intelligence comments and issue a final report. Provide a formal presentation of the findings of the survey/study and the final recommended scope of work and phasing to the Director, N4 Office of Naval Intelligence and other NMIC stakeholders.
III SUBMITTALS, MEETINGS AND PRESENTATIONS
The A/E shall facilitate a minimum of 3 meetings/presentations to include the kickoff during the course of this Delivery Order.
A. Kick Off Meeting.
Within 7 calendar days after award of this Delivery Order, the A/E shall facilitate a kick off meeting. The purpose of the meeting will be to introduce the participants, discuss the objectives and priorities of the condition assessment and repair plan, and to present the project schedule. The A/E shall be responsible for developing and distributing an agenda, including the proposed schedule and keeping meeting minutes.
B. Existing Conditions/Concept Repair Plan Submittal Within 7 calendar days following the kick off meeting, the A/E shall submit an Existing Conditions and validation/Concept Repair Plan Report. The report shall summarize the findings of the Unit Inspections, Resident surveys, Analysis of Existing Conditions and present Concept Planning solutions; a list of the Recommended Repairs and conceptual costs; a cost benefit analysis of the removal of exterior brick paint; and a summary of the review of previous work performed in the Quarters 20 with determinations on whether specific elements of that work in anyway contributed to recently identified structural instability.
C. Draft Condition Assessment and Repair Plan Submittal and In-Progress Review.
Within 7 calendar days following the A/E’s receipt of the Government Review Comments on the Existing Conditions/Concept Condition Assessment and Repair Plan Report, the A/E shall submit a Draft Condition Assessment and Repair Plan Report. The report shall include all work required in the scope of work and represent a 100% Draft document.
D. Draft Condition Assessment and Repair Plan Review Meeting.
Within 7 calendar days following the submittal of the Draft Condition Assessment and Repair Plan, review the draft report scope of the recommended work and the estimated cost of the work with the Office of Naval Intelligence, N4 and other NMIC stakeholders to determine the final scope and phasing of the repair work.
E. Final Condition Assessment and Repair Plan Submittal and Presentation.
Within 7 calendar days following the A/E’s receipt of Government Review Comments on the Draft Condition Assessment and Repair Plan Report and Presentation, the A/E shall submit one camera ready copy of the Final Condition Assessment and Repair Plan Report to the Contracting Officer. The report shall include all work required by this Scope of Work, in finished form, with all draft comments incorporated. Following receipt of approval from the Planner in Charge, the A/E shall print the Final Report and submit copies to those personnel on the distribution list. The final Condition Assessment and Repair Plan shall contain color illustrations, illustrative x-ray photography and be delivered in three-ring binders.
