FAR 13.106-1(b)(1) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization).
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated price):
Purchase an Emergency Alert System for the MSD3 satellite system. It will receive emergency information from weather, local and homeland security. The system is comprised of 3 units, one unit is the receiver that is on standby for any alert broadcast, the second unit is an interface that allows ONI Video to put a graphic alert and audio alert onto the cable system, and the third is a comb filter that allows the unit to interrupt the entire RF cable system "at one single point" to send the message.

Explanation:
This system replace the existing obsolete Emergency Alert System (EAS) currently installed. It not only offers a smaller footprint for our satellite racks, it allows for bandwidth upgrades with prohibitive costs. Monroe Electronics company and their systems are the only ones that offer a 1-point insert. This product is the only product that will receive alerts via radio frequency from local, state, and federal (FEMA, Homeland Security, NOAA, etc) It does not require and internet connection or a cable company connection to function. This EAS does not require hardware for every channel to be interrupted, (as our system is now) It is a "single point insert/ interruption" which saves a tremendous amount of money in maintenance and up keep. The system is used at the signal distribution head ends of Comcast, Time Warner and other commercial cable companies alike because it has this unique feature. ONI Satellite Broadcast system is in itself a self contained cable company and ONI Satellite Broadcast has no physical connection to the outside world.
Every RF feed comes from Satellite through the air or Off Air network broadcasts.

Internet research was done for the specific equipment needs and no other manufacturer was found whose equipment met the requirements. The equipment is proprietary and Monroe Electronics is the only manufacturer of these items.
4. The contracting officer certifies that the circumstances described on this document are accurate and valid. Circumstances of the contract action deem only one source reasonably available.
