About this file

This is a Sources Sought announcement for MSO Support Services with the Office of Naval Research (ONR). The Government is consolidating seven current contracts and seeking market capabilities to determine which contractors can provide comprehensive administrative support services. The effort is not a binding solicitation, and interested parties should submit capabilities statements—not proposals—by 12:00 pm Eastern Time on February 24, 2026 to Ellen Reed, Contracting Officer at ellen.c.reed.civ@us.navy.mil. Capability statements must not exceed five pages (excluding cover page) and should be nonproprietary without classified information.

The required support services encompass a broad range of administrative and operational functions including asset management, classified document control, Common Access Card issuing, driver/courier services, engineering technician support, financial analysis, human capital management, information security, mailroom support, policy analysis, program management, records management, FOIA/PA support, security, and various supplemental labor categories (electrical/carpentry, general labor, LAN cabling, and office relocation). The contract will be under NAICS code 541611 and is anticipated to be a Firm Fixed Price award with a 60-month (5-year) period of performance. Some work will require a DD 254 and personnel security clearances. The incumbent contractors being consolidated are Aktarius LLC, Gemini Industries Inc., Thunder Ridge Solutions, Crowned Grace Inc., Next Intelligence Solutions LLC, American Technology Solutions International, and GPI Enterprises. ONR has identified an organizational conflict of interest when contractors perform both SETA and R&D work, with further details available on the ONR compliance website.
