Sole Source Notice: N00014-19-R-SS07 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE
The Office of Naval Research (ONR) intends to issue a sole source award to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, on or about 14 January 2019 to Ke’aki Technologies LLC. The period of performance will be 16 January 2019 to 15 April 2019. The contract period includes a three-month base period. The total estimated value of this task order is expected to be $362,154.00.
The prospective contractor shall provide support services to ONR’s Performance Improvement and Information Management (PIIM) Department in five specific task areas: Task 1– Program Management Support, Task 2 – Strategic Planning, Portfolio Management CPfM, Task 3 – Strategic Communications and Administrative Support, Task 4 – Configuration Control, and Task 5 – Policy and Program Compliance.
Under Task 1, the Contractor shall provide Program Management Support services to the Chief Information Officer (CIO) and other divisions to include, but not limited to the following; Applications Development, Systems Engineering and Network Operations, Information Assurance, and Web Services.
Under Task 2, the Contractor shall provide Strategic Planning, Portfolio Management (PfM), support services to develop guidance and policies for the CIO that is consistent with the Assistant Secretary of the Defense for Networks and Information Integration/Department of Defense Chief Information Officer (ASD (NII)/DoD CIO) to ensure that DON/ONR is in compliance with DoD Directives.
Under Task 3, the Contractor shall provide Strategic Communications and Administrative Support services on-site to the office of ONR CIO.
Under Task 4, the Contractor shall provide Configuration Control and Task support services in complying with configuration management requirements.
Under Task 5, the Contractor shall provide Policy and Program Compliance expertise with all appropriate guidance.
ONR intends to award this requirement as a sole source to Ke’aki Technologies LLC (Ke’aki). Ke’aki currently provides support services for PIIM under Task Order N00014-14-F-5016, which is due to expire 15 January 2019. A solicitation for a follow-on contract/task order for support services was posted on National Institutes of Health Technology Acquisition and Assessment Center (NITAAC) Electronic Government Ordering System (eGOS), with a closing date of 19 November 2018.
The North American Industry Classification System (NAICS) code and Size Standard for this requirement is 541512 – Size Standards in millions of dollars is $27.5. This notice of intent is not a request for proposals or quotes. It is a notice that outlines the Government’s intent to contract on a sole source basis with Ke’aki Technologies LLC.
Responsible sources may identify their interest and submit a summary of technical capabilities; within 15 calendar days of this notice. All responses must be submitted to the Government point of contact at the email address shown below. Any response to this notice must clearly show that competition would be advantageous to the Government. A determination not to open this requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
