Sole Source Notice: N00014-19-R-SS05

Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Office of Naval Research (ONR) intends to issue a sole source award to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, on or about 15 January 2019 to American Technology Solutions International, Inc. The period of performance will be 03 February 2019 to 02 November 2019.

The prospective contractor shall support ONR’s Code 30, providing a broad range of Systems Engineering and Technical Assistance support services as well as general programmatic and financial management support services. Their support functions include scientific analysis, technical support, financial analysis, graphics, and multimedia design in direct support of the following Code 30 Program Areas: (Fires, Maneuver, Force Protection, Command Control, Communications and Computers, Intelligence, Surveillance and Reconnaissance, Human Performance, Training and Education, Logistics, Human Social Cultural Behavioral Modeling, Naval Expeditionary Dog Program, Countering Improvised Explosive Devices, Science Addressing Asymmetric Explosive Threats, Cyber-technology and cyber-warfare.

ONR intends to award this requirement as a sole source to Vencore Services and Solutions (Vencore). Vencore is currently providing Systems Engineering and Technical Assistance support services as well as general programmatic and financial management support services for Code 30 under Task Order N00178-04-D-4096/EE03, which is due to expire 2 February 2019. A solicitation for a follow-on contract for technical, program management and administrative support services is currently being drafted. The planned release date for this solicitation is May 1 2019. This planned RFP release date would result in a lapse of critical support services to Code 30. Given the limited time and the critical impact to the projects managed by Code 30 (which are of national significance with potentially strategic impacts for U.S. and coalition forces) if support were suspended, it is impractical to transition to an interim source for a relatively short period of time.

The North American Industry Classification System (NAICS) code and Size Standard for this requirement is 541330 – Size Standards in millions of dollars is $15.0. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and summary of technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. Any responses to this notice must clearly show how competition would be advantageous to the Government. A determination not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
