N00014-18-S-B002, Armored Reconnaissance Vehicle

Amendment 0001

The purpose of Amendment 0001 to BAA N00014-18-S-B002 is to clarify and reaffirm the meaning of current Broad Agency Announcement (BAA) language.

Offeror Query 1: Page. 6, Paragraph. 1: The last sentence states "Offerors can propose to either option, but not both."

ONR Response 1: Offerors who propose to the concept studies may include in their proposal an option to build either or both technology demonstrators under Option 1B as is mentioned in the second sentence under "RA2 Option 1B Period: Full System Technology Demonstrator Platform Development, Fabrication and Test & Demonstration Support." The sentence above, "Offerors can propose to either option, but not both" refers to the two Option periods under Research Area 2. Offerors may not propose to both Option periods under Research Area 2, the mockup development (Option 1A) and the technology demonstrator build (Option 1B).

Offeror Query 2: Page 9; paragraph D.2.a “General Information”: The pre-registration deadline listed for the "Armored Reconnaissance Vehicle (ARV) S&T Brief to Industry" is January 4, 2017.

ONR Response 2: The pre-registration due date is corrected to read “January 4, 2018”.

Offeror Query 3: Are international firms encouraged to submit white papers and proposals in response to this BAA ?

ONR Response 3: The Subject BAA does not prohibit proposal submission from an international entity.

Note that all offerors must comply with all U.S. export control laws and regulations, including the ITAR and EAR, in the performance of any award or agreement resulting from this BAA. Offerors shall be responsible for obtaining any required licenses or other approvals, or license exemptions or exceptions if applicable, for exports of hardware, technical data, and software (including deemed exports), or for the provision of technical assistance."

Offeror Query 4: Does the five (5) page limit for the white papers include the cover page?

ONR Response 4: The five (5) page limit does include the cover page.
