Task Order: N00178-07-D-4978-EE01

Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Office of Naval Research (ONR) intends to award a bridge contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, prior to 01 June 2018 to BAI Inc. The period of performance for this bridge will be six months from 01 June 2018 to 30 November 2018. The estimated dollar value of the six (6) month bridge will be $1,594,483.79.

The current award for support services under task order N00178-07-D-4978-EE01 expires on 31 May 2018. ONR has been working to award the follow on prior to the expiration of the current task order, however additional time is needed in order to complete the solicitation, evaluate proposals and complete the source selection process. The Contracting Officer intends to procure the services by awarding a sole source contract to extend the services performed under task order

N00178-07-D-4978-EE01.

Task order N00178-07-D-4978-EE01 provides analytical, technical, and programmatic support services for the ONR Sea Warfare & Weapons Department, ONR Code 33. Code 33 is heavily reliant on the support they receive from this task order. The task order provides technical support for the management and execution of science and technology programs, including the development of investment strategies, evaluation of technical proposals (in an advisory/non-voting capacity), preparation of warfighting payoff assessments, tracking of financial documents, preparation of draft briefing materials, and reports and correspondence. This technical support provides direct technical and management expertise to assist with the planning, management and execution of ONR Code 33 and related programs, as the contractor provides liaison support within the Navy community, other services and DoD organizations, and international DoD partner services and organizations.

In the event of a gap in service, the work the support services employees perform under the current task order cannot be absorbed, near term or long term, by Government employees, the task order provides thirteen (13) support personnel who provide support in a wide range of areas.

Code 33’s Government personnel are fully engaged in other efforts (several of which rely on the functions being performed by the support services employees and the technical support that is provided under task order N00178-07-D-4978-EE01).

The North American Industry Classification System (NAICS) code and Size Standard for this requirement is 541330 – Size Standard of $15.0M.

This notice is not a request for proposals or quotes. A follow on of this task order will be competed and awarded under the Navy’s SeaPort-e vehicle no later than 30 November 2018.

However, all responsible sources may submit a statement of their technical capabilities which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR.

All responses must be submitted to the Government point of contact at the email address shown below. Any responses to this notice must clearly show how competition would be advantageous to the Government. A determination whether to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
