Broad Agency Announcement N00014-17-S-B004 Autonomy and Unmanned Vehicle Technologies to Support Amphibious Operations
Amendment 0001

The purpose of Amendment 0001 is to 1) amend the BAA with responses to questions submitted prior to 28 Dec 2016, and 2) provide supplemental information regarding the Gibbs Quadski vehicle.
Question 1: Will ONR accept White Paper submissions for this BAA from Canadian companies?
Answer 1: Yes, this BAA is open to companies based outside the USA. See “Eligibility Requirements” Section III., pgs 14-15 in the full BAA.
Question 2: Per your BAA instructions, we are requesting that you provide general vehicle specifications for the Gibbs Quadski. Please specify the specific model of Gibbs Quadski (i.e., base model or XL) and include payload weight with the specifications.
Answer 2: The basic vehicle specifications are below; further information is available on Gibbs website.
The vehicle provided to the awardees will be the base model (not the XL).

Question 3: Was there or will there be a Proposer’s Day to schedule one-on-one discussions with the PM? If a Proposer’s Day was held, would it be possible to share the briefings with potential offerors?
Answer 3: There will be no Proposer’s Day for this BAA.
Question 4: Are you available for a teleconference to answer technical questions related to TA-1?
Answer 4: We are not holding any private Q&As on the topic, any questions we receive and answer will be provided in a publically released as an amendment to the BAA.
Question 5: Are you looking for potential offerors to put in an integrated proposal to the entirety of Technical Area 1 (Autonomy and Manned-Unmanned Teaming)? Is it acceptable for offerors to only propose to some, but not all, of the challenges or sub-topics identified in pp. 5-6 of the BAA? For instance, can an offeror propose to only Vehicle Level Autonomy, but not Collaborative Behaviors, Communications or Manned-Unmanned Teaming?
Answer 5: A full solution to either TA is preferred, but exceptional approaches to a specific technical area sub-challenge will be considered.
Question 6: This solicitation indicates that a commercial vehicle, Gibbs Quadski, with a baseline drive-by-wire system will be provided. We have outfitted a Gibbs Terraquad with a Commercial-Off-The-Shelf (COTS) system. In addition, we have a sensor package installed on it. This has been provided as a low cost solution to a government customer. Would you be willing to evaluate our solution for the GFE for this program?
Answer 6: No, for this announcement we will only consider the Gibbs Quadski as the GFE. Offerors may provide their own vehicle as the base platform for TA 1 in lieu of the Quadski GFE.
Question 7: What type of maneuvers (operations) is the amphibious vehicle expected to perform in the surf zone?

Answer 7: The vehicle is expected to be able to transit parallel to the beach at a variety of distances (for example to conduct a ladder search), maneuver around submerged and above water obstacles or marked locations, avoid other vehicles (maneuvering or disabled), and hold position over a fixed location.
Question 8: Is there a desire to have the unmanned platforms maneuver alongside manned platforms?
Answer 8: Yes, although from the perspective of the unmanned platform it should not matter if the vehicle it is maneuvering alongside is manned or unmanned.
Question 9: Is the team of amphibious platforms expected to be homogeneous or heterogeneous in terms of platform size/mobility, sensor capability, and communication capability?
Answer 9: It is expected that the solutions developed under TA 1 will be extendable to a heterogeneous mix of vehicles sizes/types, sensor suites, and communications through the use of open standards and interfaces. For the final demonstration under this award, it is acceptable if the platforms have a homogenous suite of sensors and communications.
Question 10: Does ONR anticipate that TA1 performers will provide guidance to TA2 performers throughout the project to help define computing space, sensor mounting, and electrical interface requirements for the TA2 platforms?
Answer 10: Yes, the government expects to use lessons learned from TA 1 to inform the development of the vehicle in TA 2.
Question 11: What is the anticipated start date for TA1 performers?
Answer 11: See ‘Significant Dates and Times”, Section IV.C., pg 21 in the full BAA.
Question 12: What is the expected month from project start that ONR will deliver the Quadski to TA1 performers?
Answer 12: The government expects to provide the GFE vehicles to the awardees of TA 1 within 60 days of award. The government expects to provide access to the vehicles and familiarity training to the awardees upon contract award.
Question 13: Can you provide more information on how ONR expects to structure the base period and option periods of work/funding?
Answer 13: Not at this time. Details will be determined during contract negotiations.
