Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

Task Order: N00178-08-D-5314 EE03

The Office of Naval Research (ONR) intends to issue a bridge under the authority of FAR 6.302-

1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on

01 August 2017 to Accelerated Development & Support, Corp. (ADS). The period of performance for this bridge will be from 01 August 2017 to 31 August 2017, with one (1) - one (1) month option, and a NLT award date of 30 September 2017. The estimated dollar value of the one (1) month bridge will be

$113,000.00 and $227,000.00 if the one (1) month option is exercised.

The current award for support services under task order N00178-08-D-5314 EE03 expires on 31

July 2017. ONR has made several efforts to award the follow-on prior to the expiration of the current task order (in reference to follow-on solicitation no. N00014-17-R-3021), however additional time is needed to hold discussions, evaluate proposals, make award, and on-board personnel (including security requirements). The Contracting Officer intends to procure the services by awarding a standalone contract under N00014-17-C-4012.

Task order N00178-08-D-5314 EE03 provides technical, program management, and general support services for the Director of Disruptive Technologies (03T-DT). The Director of Disruptive

Technologies oversees the DT organization and requires a variety of uninterrupted services to support the execution of efforts that push the boundaries of Science and Technology to deliver transformational warfighting capabilities and prototypes. The Director of Disruptive Technologies is heavily reliant on the support received from this task order. Ten programs that provide major functions to Code 03T-DT would be drastically affected in the absence of task order N00178-08-D-5314 EE03 including:

SwampWorks execution (monitoring, reporting, program management support)

Innovative Naval Prototypes execution (monitoring, reporting, program management support, financial analyst support)

Leap Ahead Technologies execution (monitoring, reporting, program management support, financial analyst support)

Innovation outreach for 2 planned events in September

Operations Analysis execution (monitoring, reporting, program management support) including Technology innovative games with Naval Warfare Development Command

(NWDC) 1QFY18

ONR Experimentation execution (monitoring, reporting, program management support)

TechSolutions execution (monitoring, reporting, program management support)

Rapid Prototyping (monitoring, reporting, program management support, financial analyst support)

Joint Technology leverage with OSD (monitoring, reporting, program management support, financial analyst support)

Communication support (planning, facilitation, outreach along with internal reporting requirements for the above)

In the event of a gap in service, the Navy will be unable to ensure the creation, development, demonstration, and transition of effective technologies and capabilities. It is impractical to transition to an interim source for the short period contemplated by this noncompetitive action with the prospect of possibly having to transition to another source at the end of the bridge period. Each transition risks disruption to the execution and seamless operation of the ten (10) programs and functions listed above, placing the core of the 03T-DT program at increased risk.

The North American Industry Classification System (NAICS) code and Size Standard for this requirement is 541330 – Size Standard OF $38.5M.

This notice is not a request for proposals or quotes. However, all responsible sources may submit a quotation and summary of technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the

Government point of contact at the email address shown below. Any responses to this notice must clearly show how competition would be advantageous to the Government. A determination not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the

Government.
