About this file

This is a Notice of Intent to Participate document issued by the State of Oregon, Department of Administrative Services, Enterprise Goods and Services, Procurement Services, establishing participation in a NASPO ValuePoint interstate cooperative procurement led by the State of Louisiana. The solicitation, DOC554414018, seeks to establish Master Agreements for vehicle lifts and garage-associated equipment. The State of Oregon intends to award one or more Participating Addenda to each Master Agreement awardee from the Louisiana solicitation to serve as price agreements for the State of Oregon, its agencies, and members of the Oregon Cooperative Procurement Program (ORCPP). The Participating Addenda will run concurrently with the State of Louisiana's Master Agreements and will not be exclusive, allowing DAS PS to award agreements with one or more contractors offering the requested equipment. A protest deadline of February 7, 2023, was established for interested parties to challenge the Notice of Intent to Participate.

The cooperative procurement structure allows participating entities—including all state governments, institutions of higher education, political subdivisions such as counties, cities, school districts, and colleges—to access negotiated pricing and terms through the Master Agreements. The objective is to obtain best value pricing through collective purchasing volume across multiple state and local government entities. All questions regarding the original Louisiana solicitation and Master Agreement awards should be directed to Andrew Guzzardo of the Louisiana Office of State Procurement. Protests must be submitted in accordance with ORS 279B.400 et seq. to John Starrs, State Procurement Analyst at the Oregon DAS Procurement Services, either by email or hard copy.
