This is a Project Manual and Invitation to Bid issued by the State of California Department of State Hospitals (DSH) for construction modifications at DSH Napa located at 2100 Napa Vallejo HWY, Napa, California. The scope of work requires the contractor to provide all necessary materials, supplies, tools, equipment, labor, licenses, permits, and insurance for modifications to medication rooms and specified locations across multiple buildings (168, 175, 193, 195, 196, 197, 198, and 199). Work includes installation of new anchor plates, plumbing fixtures, casework and fixture removal, patch and paint operations, electrical outlet and data jack extensions, fire-stopping at penetrations in fire-rated construction, and incidental work required for medication dispensing unit equipment installation as detailed in the JCCA 23790-8 drawings and specifications. A mandatory bidders' conference is scheduled for July 16, 2026, at 10:00 AM with attendance required for all prime bidders to be considered responsive. Bids must be submitted by July 30, 2026, at 2:00 PM with public bid opening on July 31, 2026, at 2:30 PM. Award is expected within 60 calendar days of the bid opening date. The required contractor's license classification is B-General Building Contractor, with fire protection work requiring either a C-16 specialty license on the prime or as a first-tier subcontractor.
Bids shall be submitted on a lump sum basis with all costs including prevailing wages as determined by the Department of Industrial Relations using February 2026 rates. A bidder's security of 10 percent of the bid amount is required, submitted as a bond, cashier's check, certified check, or cash. Performance and payment bonds, each at 100 percent of the contract price, will be required upon award. Disabled Veteran Business Enterprise (DVBE) participation is mandatory at a minimum of 3 percent, with bidders receiving incentives for exceeding this threshold up to a maximum 5 percent incentive. A 5 percent small business preference is available for certified small businesses or non-small businesses committing to subcontract at least 25 percent of the bid to small business subcontractors. All contractors and subcontractors must be registered with the Department of Industrial Relations, and bidders claiming small business preference must have completed applications on file with the Office of Small Business and DVBE Services (OSDS) prior to bid opening. General prevailing wage rates and all compliance monitoring and enforcement requirements apply per Labor Code Sections 1771.4 et seq.
