About this file
This is a Justification and Approval (J&A) document for other than full and open competition for a design-bid-build Firm Fixed Price (FFP) contract to support space modernization efforts at Hanscom AFB. The contract will support the Air Force Program Executive Office for Command, Control, Communications, and Battle Management (DAF PEO C3BM) Architecture and System Engineering Division.
The project involves renovating approximately 13,650 square feet of non-controlled administrative space into controlled space meeting ICD-705 requirements, with work including demolition, fiber to desk wiring, alarm control system/intrusion detection system installation, HVAC, restroom renovation, fire protection, and window infill. The facility must accommodate up to 70 employees in a certified Special Access Programs Facility (SAPF) and Sensitive Compartmented Information Facility (SCIF) by December 2025. H.V. Collins Company is identified as the current contractor for Increment 1.0 of the project and is being sole-sourced for this work due to their ongoing presence and knowledge of the facility, which would prevent 6-8 months of delays if another vendor were selected. The Government conducted market research through an RFI/sources sought notice on SAM.gov that received six responses, with only three firms determined capable of meeting the requirements.
