About this file

This document is a Statement of Work (SOW) for a federal contract opportunity to install overhead protection for a K9 training area at Laughlin Air Force Base in Texas. The purpose is to reduce the risk of burn injuries to K9s and trainers during hot weather by providing shade over the turf and training course.

The SOW requires the contractor to furnish all materials, labor, tools, equipment, and transportation to complete the design and construction of the overhead protection structure. The contractor must adhere to various construction standards and guidelines, including those specific to Laughlin AFB. The SOW outlines design requirements, such as a minimum 25-foot clearance, metal panel roofing, and inclusion of gutters, downspouts, and lightning protection. The contractor is responsible for verifying existing conditions, submitting design packages at various milestones for government review, and providing as-built drawings and warranties upon completion. The period of performance is divided into three phases - design submittals, pre-construction submittals, and construction. The contract will be awarded as a small business set-aside under NAICS code 236220.

STATEMENT OF WORK

MXDP 24-1003: INSTALL OVERHEAD PROTECTION, K9 TRAINING AREA

LAUGHLIN AIR FORCE BASE, TEXAS

3/11/2024

PREPARED BY: CES/CENMP

1. Project Description

1.1. Purpose

1.1.1. The Purpose of this project is to install overhead protection for K9 training area at F146. During the hot weather, the turf and the training course retain heat and when the K9s use the area for training, they risk burn injuries due to the heated equipment and turf. During the summertime, this can render the turf yard and training course unusable due to the hazards it creates in these conditions. The installation of overhead protection would reduce the risk of these injuries and provide shade for the K9s and the trainers. Comment by MORGAN, AMY G CIV USAF AETC 47 CES/CENPD: The K9 training area is F146.

1.2. Location of Work

1.2.1. Laughlin AFB, TX, F146 Comment by MORGAN, AMY G CIV USAF AETC 47 CES/CENPD: See above

2.4. Existing Conditions

2.4.1. The Contractor shall investigate the existing condition of F 146’s turf; obtain all necessary information and engineering data through on-site investigation, reconnaissance, and surveys, as required to complete the scope of work. Contractor warranty for workmanship on the turf ended on December 21, 2023. Comment by MORGAN, AMY G CIV USAF AETC 47 CES/CENPD: See above.

2.4.1.1. The Government shall furnish copies of available records as necessary to aid in the completion of the project; however, the use of Government furnished data does not relieve the Contractor from performing thorough site investigation to obtain all the information necessary to provide complete and fully functioning systems.

2.4.1.2. The Contractor shall be solely responsible for verifying and validating existing conditions and incorporating the proposed requirements in conjunction with the existing conditions. Contractor shall take photographs of the construction site prior to start of construction.

2.5. Design Requirements

2.5.1. The Contractor shall complete a 100% design for an overhead structure for the K9 training area. All designs and drawings shall be prepared by a registered professional engineer of the required disciplines.Comment by MORGAN, AMY G CIV USAF AETC 47 CES/CENPD: Add "the".
2.5.1.1. The overhead protection structure shall have a clearance of at least 25 feet between the roof of the overhead structure and the turf7 It shall allow enough space for K9 training under the structure. The overhead protection structure shall be sloped at the angle of the turf yard.Comment by MORGAN, AMY G CIV USAF AETC 47 CES/CENPD: Won't this make the structure lean?

2.5.1.2. The overhead protection structure will use metal panel roofing for the roof and contain steel columns that will support the 120’x100’ structure.

2.5.1.3. The overhead protection structure shall be free standing with new concrete column footings placed along the edges in the existing turf yard. Contractor shall contact ForeverLawn Inc. for any recommendations on the materials/products to use on their turf. Comment by MORGAN, AMY G CIV USAF AETC 47 CES/CENPD: Should this be as direct as it is? Or should it say "as needed"?

2.5.1.4. The overhead protection structure shall be able to withstand both positive and negative wind loads. The Contractor shall be responsible for researching all historic weather conditions in the local area and install overhead protection that will withstand these conditions.

2.5.1.5. The dead load of the overhead protection structure shall consist of the structural frame and all other materials of the structure.

2.5.1.6. The Contractor shall install bird netting within the overhead structure with a hole size no greater than ¾ inches to prevent bird nesting in the structure.

2.5.1.7. Gutters and downspouts shall be installed on the edges of the overhead protection structure to control rainwater erosion.Comment by MORGAN, AMY G CIV USAF AETC 47 CES/CENPD: Isn't this redundant? Maybe "rainwater erosion" or "erosion caused by rainwater"?
2.5.1.8. Grounding rods shall be installed with the overhead protection structure for protection against lightning. A complete Lightning Protection System (LPS) is not required for this structure.Comment by MORGAN, AMY G CIV USAF AETC 47 CES/CENPD: If you aren't installing the complete system, why install this?

2.5.1.9. The overhead protection structure will be painted on the columns, gutters, downspouts, roof panels, and joints with a color choice approved by the Government.

2.5.2. All drawings shall be submitted in PDF and CAD format. The CAD drawings shall be compatible to the Autodesk AutoCAD 2020 version which is currently in use by the 47th Civil Engineer Squadron, Laughlin AFB, TX. Comment by MORGAN, AMY G CIV USAF AETC 47 CES/CENPD: This should not be superscript. It should just be the same as the rest of the font.

2.6. Construction Requirements

2.6.1. The work on this project shall be planned to minimally impact the operations of the K9 training field. The Contractor shall notify the customer at least 21 calendar days prior to the construction start date for the customer to prepare for any major disruptions.
