About this file
This is a Statement of Work (SOW) for antenna repair services at the Federal Emergency Management Agency's Mount Weather Emergency Operations Center. The contractor is required to inspect and resecure a loose insulator on a US Antenna Products LP-1001CA antenna mounted on an 80-foot Valmont Structure Model 3002SS tower. The primary task involves reattaching the 19th antenna element using FEMA-provided stainless steel U-bolt hardware (item 372841), inspecting and tightening all boom-to-antenna and element-to-boom hardware connections, and coordinating with the Contracting Officer's Representative (COR) Joshua McDaid for access to crated replacement parts if additional bolt-on components are damaged during the repair.
The contract requires firm-fixed pricing with a 30-day period of performance from the award date, and the contractor must schedule work commencement within 10 calendar days of award. Deliverables include completion of the antenna element repair and reattachment task, along with electronic documentation detailing the boom insulator hardware repair and condition submitted to the COR within two weeks of the site visit. Critical requirements include minimum staffing of two tower and antenna-certified personnel, compliance with all federal, state, and local safety standards including OSHA requirements, provision of all labor, equipment, tools, materials and supplies, site restoration and reseeding of disturbed areas, workers' compensation and employer's liability insurance with minimum $100,000 coverage, and general liability insurance of at least $500,000 per occurrence. Work shall be performed Monday through Friday, 7:00 a.m. to 3:30 p.m., with contractor personnel required to submit personal information 72 hours prior to site access and wear identification badges displaying contractor name, employee photo, and employee name.
