About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a six-month contract extension for topside maintenance and repair services for the Dredge Wheeler. The U.S. Army Corps of Engineers (USACE) New Orleans District is modifying contract W912P8-21-D-0001 to extend performance from 30 November 2025 to 29 May 2026, utilizing FAR Clause 52.217-8 for Option to Extend Services. The extension will be awarded to the incumbent contractor, Boland Marine & Industrial LLC, under a non-personal service performance-based commercial service contract subject to the Service Contract Act.
The total contract value is $900,000, and the extension is justified due to government shutdown delays in approving new procurement documents. The contract requires the contractor to provide personnel, equipment, tools, and services for inspection, maintenance, and repairs of the Dredge Wheeler's hull, steel structures, dredging equipment, propulsion system, and auxiliary systems. The requirement was originally competed as a Total Small Business Set-Aside, and the extension maintains continuity of critical maintenance services while preventing time and cost-prohibitive disruptions to the government's operations.

1. Contracting Agency:
USACE
New Orleans District
7400 Leake Ave.
New Orleans, LA 70118
2. Description of Action:
This justification for other than full and open competition (J&A) supports the modification of contract W912P8-21-D-0001 to allow an additional period of performance of six months (30 Nov 2025 – 29 May 2026). This J&A seeks approval of a contract extension in accordance with Federal Acquisition Regulation (FAR) Clause
52.217-8, Option to Extend Services.
3. Description of Supplies/Services:
This contract is a non-personal service performance based commercial service contract subject to the Service Contract Act. This contract is an IDIQ contract requiring the task order be issued funded and released by the Contracting Officer prior to performance of work. The contractor shall provide all personnel, equipment, fuel tools, supervision and other items and services necessary inspection maintenance and repairs to hull, steel structures dredging equipment, propulsion system, and auxiliary systems aboard the
Dredge Wheeler. The contractor must provide all necessary labor, supervision, tools, supplies materials equipment machine shop facilities, and transportation to perform maintenance and repairs aboard the Dredge Wheeler in accordance with the Scope of
Work.
4. Authority Cited:
10 USC 2304(c)(l) as implemented by FAR 6.302-1- Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited:
Based on the customer's requirements and the urgency of this extension, only the incumbent contractor, Boland Marine & Industrial LLC, is capable. A 6-month extension of this contract is necessary since that will provide the necessary amount of time for the new contract to be approved and put in-place. Due to the government shutdown, approval of required documents for new procurements are taking longer than usual. Performance of the service in the PWS is the same as the services in the base year and previous option years. Under the current contract, Boland Marine was required to provide these services for topside maintenance and repairs. It would be time and cost prohibitive to the
Government to start a new contract and would create a lapse in these highly important services. In addition, Boland Marine provides currently approved services at the current cost to the Government.
