About this file

This is a Simplified Acquisition Documentation for Sole Source form from the Securities and Exchange Commission (SEC), J&A No. 2025-0040, requesting procurement of Munex software. The BDX Team's market research revealed that Munex is a critical product used by municipal deal structuring advisors and dealers, and is essential for the SEC to directly review financial files without requiring data conversion or rekeying.

The document indicates a sole source justification under the "Other" category, with price reasonableness determined through market research and the contracting officer's personal knowledge. The procurement is specifically for Munex software that allows the SEC to review financial files supplied by advisors/dealers directly, enabling more efficient file analysis. The document is signed by Paul Lafranchise, with contact information showing a phone number of 202-551-7736 and email lafranchisep@sec.gov, dated July 21, 2025.

J&A No. __________2025-0040

The BDX Team has researched the products used by advisors and dealers in the municipal deal structuring area. Munex is one of the major products used amongst the entities that BDX reviews In order to properly review the deal, the entity being reviewed will supply the SEC their file which was created using Munex. The SEC will review the file using the same tool. So in the case of Munex Finance, if the advisor/dealer supplied us with a Munex file, the SEC would not be able to do much with it (there would be conversions and interpretations required), unless we had the Munex software. The SEC has received demos of the software which allows for direct use of the files provided by the advisor/dealer, without rekeying or converting the data.
