About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services at or below the Simplified Acquisition Threshold (SAT), authorized under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12.
The procurement involves the purchase of ten (10) Parts Kits, Tailpipe Standard (Part Number HJX29-150-01, NSN 2990-01-738-8754, OTH-V), with an estimated total value of $150,356.75. The sole source is Kraft Power Corp., located at 199 Wildwood Ave., Woburn, MA 01801 (UEI: NPL8MJ46D543). The justification for restricting competition is based on brand name/items peculiar to one manufacturer, as the particular brand name, product, or feature is essential to the Government's requirements. The rationale cites unavailability of technical data necessary to assess equal or alternate equipment meeting the Coast Guard's performance, fit, form and function requirements. The parts support currently installed equipment on the OTH-IV and OTH-V vessels, and manufacturing without proper Original Equipment Manufacturer (OEM) parts, reproduction drawings, specifications, tolerances, and test procedures could result in major mission degradation. Fair and reasonable price determination was established through market research, comparison of proposed price with prices found reasonable on previous purchases, and comparison with similar items in related industries. The document was last updated on 03/03/2026 and includes digital signatures from the Technical and Requirements Point of Contact and the Contracting Officer.
