About this file
This document is a pre-solicitation for a Multi-Award Contract for Reverse Engineering of Armed Services Parts issued by the USAF 448 SMCW. The contract seeks to award a set-aside pool of 8 disadvantaged (8A) companies to provide Non-Recurring Engineering (NRE) services with a six- to twelve-month turnaround. Contractors will perform reverse engineering on Defense Logistics Agency (DLA) or Armed Services managed supply items, developing comprehensive technical data packages, prototypes, and manufacturing specifications following military standards.
Key performance requirements include procuring and delivering technical data derived through reverse engineering, producing physical prototypes, writing qualification test plans, and testing physical articles. Contractors must be familiar with specific military specifications and standards, including MIL-STD-31000, ASME Y14.100, and MIL-HDBK-115. The initiative aims to increase competition, reduce overpricing, decrease customer lead times, minimize back-ordered requisitions, and resolve supply chain deficiencies. Advanced manufacturing methods like 3D printing may be required, and contractors might collaborate with USAF Innovation Center reverse engineering labs during the process.

Multi-Award Contract for Reverse Engineering of Armed Services Parts
The USAF 448 SCMW supply system is often challenged by cost-prohibitive pricing, slow to respond sources of supply, or incomplete data packages for parts. These issues may delay the delivery of materiel and reduce the readiness of a weapon system. This initiative provides a contractual means to resolve supply chain deficiencies through technical and engineering services surrounding the acquisition and repair of parts. The primary goals of this initiative are to increase competition, reduce overpricing, reduce customer lead times, reduce back-ordered requisitions, and eliminate manufacturing sourcing issues as fast as possible to complement already existing contracting options.
The USAF 448 SMCW EN seeks to award a set-aside pool of 8A disadvantaged companies that will offer a six- to twelve-month turnaround on the procurement of Non-Recurring Engineering (NRE) services leading to the development of engineering technical data and appropriate prototyping, systems engineering, data science, sourcing, testing, manufacturing, foundry work, and other related technical assistance.
The contractor shall perform all or part of the reverse engineering on a variety of Defense Logistics Agency (DLA) or Armed Services managed items of supply according to the reverse engineering process as described in MIL-HDBK-115, or similar. Performance under this task is the complete reverse engineering process to describe the technical characteristics of an item that will allow an exact likeness of the item to be manufactured successfully.
The Contractor shall procure and deliver to the Government technical data derived through reverse engineering, along with any hardware/software produced during the effort or for the effort. Performance includes the production and delivery of technical data as defined in the Performance Work Statement (PWS) for each task order.
The Contractor shall also be required to produce physical articles (prototypes), per the developed Technical Data Packages (TDPs), write qualification test plans, and test those physical articles if required in the task order’s PWS. The Contractor should help determine the Air Worthiness requirements placed on parts by the Weapon System Program Office, if applicable. Performance includes the manufacture of physical articles in strict accordance with the technical data produced for the item to ensure the newly developed technical data is complete and accurate. In addition to conventionally manufactured prototypes, advanced manufacturing methods such as 3D printing/additive manufacturing of prototypes may be required. The Contractor shall work with other businesses and may utilize USAF Innovation Center organic reverse engineering labs to help with data development and testing.
The Contractor shall also perform reverse engineering on items deemed necessary for the manufacturing and/or required for quality assurance, e.g., tooling, manufacturing jigs, etc. These items will be described in the RFQ or during the Reverse Engineering process and may require the Contractor to travel to the site, electronically scan, photograph, and/or take measures to enable the creation of the required TDP. Any travel for these purposes is expected to be within CONUS, (and to a lesser degree) Alaska, and Hawaii.
The manufacturer must follow Government quality control, configuration management, interface standardization, and manufacturing processes that apply to electronics equipment developed for military aerospace use (in accordance with military specifications and standards). The manufacturer shall maintain hardware and software engineering process standards applicable to military products, military qualification test requirements, verification/validation processes, and hardware and software processes.
The contractor must be familiar with government quality control, configuration management, interface standardization, and manufacturing processes that apply to [electronics/mechanical/etc.] equipment developed for military use in accordance with military specifications and standards listed below:
MIL-STD-31000 Technical Data Packages (TDPs) ASME Y14.100 Engineering Drawing Practices MIL-HDBK-115 DOD, USA Army Reverse Engineering Handbook
Applicable military standards exist for this Government requirement. These military standards include but are not limited to MIL- STD-2073-1D (Standard Practice for Military Packaging), MIL- STD-129P (4) (Military Marking for Shipment and Storage), and MIL-STD-130N (Identification Marking of U.S. Military Property). These military standards apply to the proper handling and shipping of electronic, electrical, and electromechanical equipment and subsystems designed or procured for use by agencies of the Department of Defense. Industry standards ISO 9001, AS 9100 and AS9110 are applicable.
