About this file
This addendum modifies the Request for Proposals MUL-PS-2026-02 issued by the City of Mulberry, Georgia Office of the Chief Marshal for a Police Department Feasibility and Implementation Study. The City seeks proposals from qualified firms to deliver findings, a working cost model, and an implementation roadmap for potential police department establishment. The proposal deadline remains Friday, October 16, 2026, at 3:00 p.m. Eastern, with no extension granted despite a request to extend to October 23, 2026. The study must be completed by the earlier of 90 calendar days after award or Friday, January 29, 2027. An optional pre-proposal conference was held, and the City will post a written summary of substantive questions and answers but will not publish an attendee roster. Attendance at the conference is optional and will not be considered an evaluation factor.
The addendum clarifies key methodological and technical requirements for proposal evaluation. Proposals will be scored on methodology approach rather than a completed study design, with evaluation focusing on how firms will build cost alternatives using a cost allocation data (CAD) and relief-factor method applicable to Mulberry's budget. A finished design is not required at proposal time. The addendum specifies that a City-owned Computer-Aided Dispatch/Records Management System (CAD/RMS) is not part of the base municipal option; the base design assumes an interoperable external arrangement. City-owned CAD/RMS may only be priced as a separate optional module outside the base price for Tasks A through J. The City will provide available CAD and 911 records but does not guarantee production of data from external agencies; consultants are responsible for obtaining additional operational data and must document any gaps if data is late or refused. The study schedule will not pause unless the City Manager agrees in writing.

OFFICE OF THE CHIEF MARSHAL
Addendum 1 Request for Proposals MUL-PS-2026-02 Police Department Feasibility and Implementation Study
Issued October 4, 2026
Issued by Robert Jones, Chief Marshal, City of Mulberry
Applies to All prospective proposers
Proposal due Friday, October 16, 2026, 3:00 p.m. Eastern. Unchanged.
Study finish Earlier of 90 days after award and Friday, January 29, 2027. Unchanged.
This addendum is part of RFP MUL-PS-2026-02. Where this addendum and the RFP differ, this addendum controls. No other term of the RFP is changed. The City will post a written summary of substantive questions and answers from the optional pre-proposal conference. The City will not publish an attendee roster. Attendance is optional and is not an evaluation factor.
1. Methodology score Section 9 and Appendix A score the approach in the proposal, not a completed study. Final staffing, cost, and recommendations are work after award, once data and stakeholder input are in hand. An excellent proposal shows how the firm will build all three alternatives on one ledger, states the CAD and relief-factor method, fits the work to the City's budget, and applies that method to Mulberry. A finished design is not required at proposal time.
2. City-owned CAD/RMS A City-owned CAD/RMS is not part of the base municipal option. The base design assumes an interoperable external CAD/RMS arrangement, including interfaces and the cost to use that arrangement. Do not specify a vendor. Do not design a City 911 center unless the City directs that option in writing. A City-owned CAD/RMS may be priced only as a separate optional module, outside the base price for Tasks A through J.
3. CAD and 911 records CAD and 911 records for service inside the city are held by the current provider and the 911 center, not by the City. The City will provide the records it has. Obtaining any other operational data is the consultant's responsibility. The City will support a written request. The City does not represent that any outside agency has agreed to produce data, and the City does not guarantee production. If the data is late or refused, document the gap and complete the study on the best available proxy. The schedule does not pause unless the City Manager agrees in writing.
4. Proposal due date and study finish The request to extend the proposal due date to October 23, 2026 is declined. Proposals remain due Friday, October 16, 2026, at 3:00 p.m. Eastern. The study, final report, and Council presentation remain due on the earlier of 90 calendar days after award and Friday, January 29, 2027. Neither date moves.
Questions about this addendum must be sent only to the procurement contact named in the RFP. Oral statements do not change the solicitation.
