This Request for Information (RFI) initiates market research under Federal Acquisition

Regulation Part 10.002(b)(2)(iii). This is not a Request for Proposals. No final solicitation documents exist at this time. This RFI does not constitute a commitment, implied or otherwise, that the Government will take procurement action in this matter. The Government will not be responsible for any cost incurred in furnishing this information.

Description

Program Manager, Engineer Systems (PM ES), Marine Corps Systems Command

(MARCORSYSCOM) is conducting market research for potential sources to purchase Multi

Terrain Loader replacements (MTLR). The MTLR will provide the Marine Corps with a more versatile, easily deployable, and scalable engineer capability. The MTLR will be a modified commercial item, simple to operate, easy to maintain and operationally tailored to meet individual organizational needs. Additionally, the rapid deployment and employment of the new system will ensure it keeps pace with the various unit operations. Tasks the MTLR will perform include preparing and filling craters on airfields and landing sites, filling in potholes, clearing/repairing drainage, lifting debris, loading aggregate required for construction repair, digging trenches for culverts, and rapid repair of existing roads.

The MTLR will be an independent asset that does not need to interact/interface with another piece of equipment to perform its missions, except the requirement to be loaded on/unloaded from haul assets organic to the unit. The MTLR must have multiple work tool possibilities as part of the system to allow the greatest capability and flexibility. The collection of work tools shall be cross-functional.

The Type I Work Tools shall enable the MTLR with the capability of straight and angle blade dozing, drilling earthen holes, material handling, scoop loading, limited mechanical demolition of concrete and asphalt surfaces like those on roads and airfields, grappling, trenching, sweeping, and compacting. The Type II Work Tools shall enable the MTLR with a Forestry capability of various vegetation control tasks to include, grinding, mulching, mowing, and clearing.

The Marine Corps estimates a new buy of 206 MTLRs and 69 Forestry Kits. The Request for

Proposal (RFP) is expected to be released in 3rd Quarter Fiscal Year 2023. The contract is expected to be awarded in 1st Quarter Fiscal Year 2024. The contract is expected to be a 5-year

Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract.

System Requirements

The new MTLR must meet the following system requirements:

1. Must have complete MIL-STD-209k Department of Defense Interface Standard for Lifting and Tiedown Provisions certification including helo lift and be capable of being lifted by both

CH-53 and MV-22.

2. The operating weight capacity of the Type I machine will not exceed 12,000lbs, and the operating weight of the Type II machine will not exceed 14,200lbs.

3. Must have “high flow” hydraulics capable.

4. Must be compatible with legacy multi-terrain work tools in the current enterprise inventory and the Airfield Damage Repair Kit. The tools are listed in Table 1 below.

5. Must have a NATO Receptacle capable of giving and receiving electrical current from other

NATO Receptacles.

6. Type II variants require a reinforced operator cab and undercarriage for safe operation.

NOTE: USMC would also prefer to have all MTLRs equipped to safely operate both variants of

Work Tools. Providing this is feasible for one type of MTLR to complete both missions.

7. Type II machines must also meet all requirements of the Type I machines.

8. All MTLRs must be painted green.

9. The MTLR shall have a Tier III engine that operates on JP5, JP8 and F24 fuel.

10. Vendor shall provide technical manuals, provisioning data and a training package.

Vendor Survey for MTLR

MARCORSYSCOM is requesting the following Vendor Survey questions/information for the

MTRLs to be answered within this RFI:

1. Provide an estimated monthly production rate.

2. Provide the rough order of magnitude (ROM) pricing for your MTLR; include your annual price escalation percentage. Address any supply chain and/or inflationary concerns. Discuss whether you consider the use of economic price adjustment terms to be necessary for this procurement; include information as to what price index you consider to be appropriate.

3. Provide a synopsis of the offeror’s ability to manufacturer, overhaul and rebuild construction equipment.

4. Provide a specification sheet which demonstrates the ability of the proposed product to meet the requirements listed above.

5. Does your organization qualify as a Small Business Administration (SBA) 8(a) Program, Historically Underutilized Business Zones (HUBZone) program, Service-Disabled Veteran-

Owned Businesses, Small Disadvantaged Businesses, Small Business, or participant of the

Government Ability One Program as defined by the Small Business Administration? If so identify the status.

6. Are there systems available at this time, that meet the requirements outlined above, that are or will be commercially available within the next year? Is it or will it be available on GSA

Schedule?
