INTRODUCTION
On behalf of the U.S. Army Space and Missile Defense Command (USASMDC), the Army Contracting Command -- Redstone Arsenal – Missile Defense, and Special Programs (ACC-RSA SMD/SP) Directorate, is seeking potential 8(a) sources, to include tribally-owned, Alaskan Native Corporations (ANC), or Native Hawaiian Organizations (NHO), with the capabilities to satisfy recurring Meteorological Support Services (MSS) for the USASMDC Technical Center, Ronald Reagan Ballistic Missile Test Site (RTS).
RTS is a Department of Defense (DoD) Major Range and Test Facility Base (MRTFB) activity, which executes and reports on theater and strategic offensive and defensive ballistic missile testing; and supports space operations and experiments executed in Kwajalein Atoll, Republic of Marshall Islands (RMI) and Huntsville, Alabama.
Kwajalein Island is located approximately 2,300 nautical miles west of Honolulu, HI and approximately 50 nautical miles south of Roi-Namur. It is the location of the RTS Weather Station, the primary site for all weather-related activities in the Atoll. The required MSS effort is provided near the Intertropical Convergence Zone (ITCZ), in an extremely corrosive marine environment (i.e. salt spray and periods of heavy rainfall). The contractor may be required to provide MSS on a campaign basis at remote locations outside Kwajalein Atoll, such as Wake Island and Aur Atoll in the RMI, as necessary in order to support RTS requirements.
In support of USASMDC, ACC-RSA SMD/SP anticipates issuing a solicitation for the follow-on MSS requirement. The current MSS effort was awarded as a single award cost-plus fixed fee/firm-fixed price hybrid contract and falls under the 8(a) Business Development (BD) Program. It is anticipated that the follow-on effort will remain in the 8(a) BD Program. The intent of this sources sought notice it to gather market research in development of the MSS acquisition strategy. If supported by market research, the Government reserves the right to pursue any strategy allowable under the Small Business Administration 8(a) Business Development Program, to include directly awarding to a tribally-owned, ANC, or NHO.
RTS has a continuing need for MSS and is searching for firms that can demonstrate the following core competencies:
1. Experience providing meteorological support services to DoD MRTFB activities with respect to collection, processing, and interpretation of meteorological data through the Universal Documentation System (UDS) as well as support to other MRTFB range customers/communities such as National Aeronautics and Space Administration (NASA), Department of Energy (DoE), National Oceanic and Atmospheric Administration (NOAA), and National Weather Service (NWS).
Note: Universal Documentation System (UDS) was developed by the Range Commanders Council (RCC) (Document 501-12) to formally document requesting agency capabilities and commitments to support those requirements. UDS is intended as a common reference for the discussion and description of test data between users and ranges, and between ranges. The UDS guidelines are published as a handbook in three basic volumes and a supplement. The volumes are available to the public on the internet.
2. Experience providing meteorological services support to communities such as routine public services, aviation, and marine forecasts; and ensuring weather warnings and advisories are disseminated, as required.
3. Experience providing support to DoD installations or other government agencies through Emergency Operations Centers (EOC), where Weather Station meteorologists provide direct support to Emergency Operations.
4. Experience providing operations and maintenance of meteorological facilities, equipment, and instrumentation such as/similar to: Polarimetric S-Band Weather Radars; International Met System (IMET) radiosonde sounding ground stations, lightning detection systems, and general weather stations; as well as experience updating capability manuals for meteorological instrumentation and equipment. Please reference the characteristics of preventative maintenance (nature of work, intervals, complexity, etc.) that has been done and on what types of weather assets.
5. Experience providing recommendations to weather instrumentation/station engineering change proposals (ECPs) for improvement & modernization (I&M) of existing meteorological systems as well as providing for systems engineering and integration support for approved I&M ECPs (projects). Please reference the weather assets that were upgraded in the I&M project through contractor ECP.

The size standard for this revenue based NAICS code is $19.5M.
The purpose behind this sources sought notice is to encourage qualified and capable responses from tribally owned, ANC, NHO, and other 8(a) Business Development firms.
