About this file

This is a Notice of Intent to Award from the State of Michigan's Department of Technology, Management & Budget (DTMB) Printing Services for a Request for Quote (RFQ) related to MSP Vehicle Evaluation Books. The project calls for printing 400 copies of evaluation books. The RFQ number is 200000000035. Five vendors submitted bids for consideration: Data Repro, Lawson, BRD, Printwell, and Curtis 1000. The evaluation criteria included pricing, turnaround time, whether printing would be performed in Michigan, price hold commitment, and relevant experience. Data Repro has been recommended as the awarded vendor based on providing the best value combination of evaluation criteria and pricing. The notice indicates that Printing Services reserves the right to perform the work in-house and that an actual award will be issued following receipt of an order. Interested parties may file protests electronically through the Vendor Self Service system within the deadline specified on the notice.

Data Repro submitted the lowest bid at $1,980.00 with a 13-day turnaround time and scored 17 out of 25 points on the turnaround criterion while achieving perfect scores of 25/25 on printed in Michigan location, price hold, and experience factors. The competing bids ranged from $2,950.00 to $6,244.00. All vendors except Curtis 1000 committed to printing in Michigan. The evaluation process prioritizes responsible bidders offering best value based on a combination of pricing and specified criteria including turnaround capabilities. Inquiries regarding the RFQ, evaluation process, or bid protest procedures should be directed to Mark Miller, the print consultant, or Jerry W. M. Monroe, the DTMB Printing Services Consulting & Pre-Press Manager.
