Description of Requirement

The United States Forest Service (USFS) has a need for pumping of septic waste at various recreational locations within the Mt. St. Helens National Volcanic Monument. The septic vault sizes at the remote locations vary. All septic vaults are accessible via gravel or asphalt roads/parking lots. The scheduling for septic waste pumping will occur following an “as needed” process which is described in the statement of work. See Attachment-2 Site Summary page 20 for vault details.

Location

All project work is to be accomplished at the Mount St. Helens National Volcanic Monument Headquarters (MSHNVM), located at the following address: 42218 N.E. Yale Bridge Road, Amboy, WA 98601. This site is used by staff 7 days a week and has seasonal and permanent staff living within housing located at the site.

(d) Comptroller General Examination of Record. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. The Contractor shall furnish all transportation, materials, equipment, and labor required to complete the following: the pumping of septic waste material from various Forest Service remote locations.

A. Project Summary

The United States Forest Service (USFS) has a need for pumping of septic waste at various recreational locations within the Mt. St. Helens National Volcanic Monument.

The septic vault sizes at the remote locations vary. All septic vaults are accessible via gravel or asphalt roads/parking lots. The scheduling for septic waste pumping will occur following an “as needed” process which is described below.

B. Project Location

All project work is to be accomplished at the Mount St. Helens National Volcanic Monument Headquarters (MSHNVM), located at the following address: 42218 N.E. Yale Bridge Road, Amboy, WA 98601. This site is used by staff 7 days a week and has seasonal and permanent staff living within housing located at the site.

C. Project Needs

The USFS will have the septic vaults pumped, when needed, as the need varies based upon the recreational use each at each specific site.

D. Project Specifications and Guidelines

All work for this contract must comply with County, State, and Federal regulations.

The disposal of all septic waster material must comply with County, State, and Federal regulations.

The contractor is responsible for pumping vaulted systems as necessary. The Forest Service will not be responsible for any water material or other material that may be needed to pump out the composting systems.

The Forest Service will contact the Contractor via email and phone to request septic waste material pumping services at any respective site listed above. The Contractor will then have 10 calendar days to provide the pumping services at the respective site.

The contractor will then provide the Forest Service with a summary of the pumping services that were provided, for tracking purposes.

C.2 WORK PERFORMANCE AND QUALITY STANDARDS

A. General

The USFS views Contractor's work on this contract as support. Therefore, the Contractor will not assume the role as primary contact for the public, media, or other agencies. All direction on work or tasks listed in this SOW as being from USFS must be issued from, or approved by, the CO. Do not accept any direction, or take additional work that is beyond the scope of this contract, that has not been approved through the CO.

Document contacts with the media and requests for information and submit immediately to the CO. Contacts with offices of elected officials shall be reported immediately to the CO.

The Contractor is responsible for the work as described in the contract.

Contractor is liable for all damages to property resulting from negligence, failure to apply sound judgment, or destructive activities of its employees.

B. Project Tasks

1. Septic Vault Pumping- The contractor will need to pump the septic vaults on an as needed basis. Scheduling of this service must not occur during federally recognized holidays, as listed below:

• Memorial Day - last Monday of May;

• Juneteenth- 19th of June

• Independence Day – 4th of July;

• Labor Day – 1st Monday of September;

• Columbus Day- 2nd Monday of October

• Veteran's Day – 11th of November;

• Thanksgiving Day – 4th Thursday of November;

• any other day designated by federal statute, executive order, or presidential proclamation.

When a holiday falls on a Saturday, the preceding Friday is observed. When a holiday falls on a Sunday, the following Monday is observed. Observance of such days by Government personnel shall not by itself be cause for an additional period of performance, or entitlement of compensation except as set forth within the contract.

The Government reserves the right to close its facilities due to weather conditions, medical emergencies, or furloughs as necessary. If the office is closed for any reason, the COR will notify the Contractor as soon as closure is known.

C.4 PROJECT MANAGEMENT

Project management by the Contractor will continue throughout the duration of the contract.

(d) On all matters that pertain to the contract terms, the Contractor must communicate with the CO.
