Request for Information (RFI) National Aeronautics and Space Administration (NASA) NASA Financial Support Services (NFSS) (Amendment #01 to Consolidated Financial Services Support)
NASA Marshall Space Flight Center (MSFC) is seeking information to assist the Agency in determining the appropriate acquisition strategy for the consolidation of NASA financial support services for the following NASA Agency Centers: MSFC, Huntsville, AL; Ames Research Center (ARC), Mountain View, CA; Armstrong Flight Research Center (AFRC), Edwards, CA; Glenn Research Center (GRC), Cleveland, OH; Johnson Space Center (JSC), Houston, TX; Kennedy Space Center (KSC), Kennedy Space Center, FL; and Stennis Space Center (SSC), Bay St. Louis, MS. Goddard Space Flight Center’s (GSFC) Program Analysis and Control (PAAC) V contract provides financial services support to NASA Headquarters, Langley Research Center (LaRC) and GSFC. All Centers will have the flexibility of using either the NFSS or PAAC V contracts.
Purpose: This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a commitment to issue an RFP in the future nor commit the Government to contract for the specified services. Further, NASA/MSFC is not seeking proposals at this time and will not accept unsolicited proposals.
Firms are advised that the Government will not pay for any information received or administrative costs incurred in response to this RFI. Therefore, any costs associated with responding to this RFI will be solely at the responding firm’s expense.
All information received in response to this RFI that is marked “Proprietary” will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with applicable Government regulations. Additionally, responses to this RFI will not be returned. Interested parties are notified that a lack of response to this RFI does not preclude participation in any future acquisition for these services, if solicited. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor the Contract Opportunities website at: https://beta.sam.gov/ for additional information pertaining to this RFI.
1.0 Description
This is Amendment #01 to RFI MSFCCFSSRFI02112020. Interested parties are hereby notified that the original requirement name has changed from “Consolidated Financial Services Support (CFSS)” to the “NASA Financial Support Services (NFSS).” However, the original RFI Notice ID MSFCCFSSRFI02112020 shall remain unchanged.
Specific service requirements are listed in the original RFI, MSFCCFSSRFI02112020, posted February 11, 2020 at beta.sam.gov.
2.0 Requested Information
The Government requests interested small businesses, eligible to prime the effort under NAICS code 541219 - Other accounting services (size standard $22M), provide their response to the following questions:
a) Does your company have an approach to servicing all seven (7) Centers (with potential to include all ten (10) Centers), referenced above, under a single-award acquisition?
b) Does your company intend to prime alone, use subcontracting, a Joint Venture or Mentor Protégé arrangement?
c) Where a Cost Reimbursement contract type is concerned, what is the status of your accounting system or does your company have an approach to obtaining an approved cost accounting system? Is your company’s accounting system robust enough to, at a minimum, report across hundreds of NASA unique funding codes, as well as report to the third (3rd) tier or lower Work Breakdown Structure (WBS) level?
3.0 Response Instructions
Specific instructions for submitting responses are provided below.
3.1 The response to RFI should include both a Corporate Information page and a Response page.
3.2 The Corporate Information page should include the following: Company name, mailing address, phone number, and e-mail of designated point of contact, business size in relation to NAICS 541219, company DUNS number and CAGE code, and RFI identification number (i.e. MSFCCFSSRFI02112020-01).
3.3 The Response page shall be limited to one (1) page (or less) and provide responses to the subjects detailed in Section 2.0 (a) – (c) above. The page shall be provided in Microsoft (MS) Word 2016 or later and be single spaced utilizing Times New Roman 12-point font. No additional information other than that requested in Section 2.0 should be included in the responses.
3.4 The provision of data/information that is limited or restricted for use by NASA would be of little value, therefore, such restricted/limited data/information is not solicited.
4.0 Response Submission Details: Responses to this RFI should be submitted electronically via e-mail to Kathy Christy, kathy.c.christy@nasa.gov, no later than 3:00 p.m. Central Time (CT), June 1, 2020.
