MSCoE G2 Lock System Upgrade Statement of Work
1. Purpose: To upgrade the day locks at open storage locations on Fort Leonard Wood with dual authentication (card + pin), independent printable auditability of each lock.
2. Introduction: Changes in regulations have dictated that open storage facilities with a day lock must utilize door lock system capable of dual authentication (card + pin) with independent printable auditability.
3. General: The contractor shall provide and install door lock systems for 25 doors and 1 elevator in 8 designated buildings on Fort Leonard Wood. Provide 500 access control cards, 3 stand-alone workstations with document printer and card printing software and 3 data transfer devices (DTD) capable of programing the locks and transferring audit information from the lock to the stand-alone workstation. Workstations must be allowed to receive updates from non-network source.
4. Personnel: The Contractor shall display and document the ability to perform installation and maintenance on all equipment installed or maintained on site. Personnel will be monitored at all times while working in restricted areas.
5. Specific Tasks:
5.1. Site Survey: The contractor shall be required to perform a site survey prior to submitting a bid proposal. Site surveys shall be scheduled by contacting MSCoE G2, Command Security Manager or designee M-T 8:00AM to 4:00PM, federal holidays excluded.
5.2. a. Facility Information and Period of Performance: The place of performance shall be at the 8 designated buildings on Fort Leonard Wood and escorts will be provided. Site Survey- The contractor shall be required to perform a site survey prior to submitting a bid proposal. Site surveys shall be scheduled by contacting MSCoE G2, Command Security Manager or designee M-T 8:00AM to 4:00PM, federal holidays excluded. Failure to appear during a scheduled time will be considered a concurrence of forfeiture of site survey, and removal from consideration. Site Surveys must be completed prior to the offer due date. Prospective bidders failing to comply with this requirement agree to forfeiture and will be removed from consideration.
5.2. b. Facility Information and Period of Performance: The place of performance shall be the 8 designated buildings, Fort Leonard Wood, Missouri, 65473.

Hours of operation are 9:30AM to 4:00PM Monday through Friday, excluding federal holidays. The contract work must be completed within 30 calendar days from the date of award.
5.3. Engineering: Engineering services shall provide requirements for power, conduit and any cable run for infrastructure not provided by the contractor, deemed necessary to complete this project, including conduit, switch locations and power outlets, high voltage, low voltage, A/V cabling, control cabling, etc.. All programming involving the control system must be coordinated with COR during the design phase, and approved by the COR prior to final programming. These requirements must provide a minimum of two weeks prior to the commencement of any on-premise work.
Modifications in cabling, conduit and/or electrical requirements during the performance of this contract may delay the project for up to two weeks.
5.4. Drawings: The contractor shall provide Line Drawings; these drawings shall illustrate the floor plan, location, equipment name/model#, conduit requirements, cabling and all connectivity of all the equipment within the scope of the project. The contractor shall at a minimum, provide an overall drawing as specified above, and will also provide additional line drawing for sub-system components, for the control systems.
6. Government provided materials: The government shall provide the existing equipment, existing cabling and existing power as is currently located within area of performance. Any additional requirements for power, conduit, chasing, switches, etc..
Must be specified.
7. Removal of existing equipment: All equipment removed during the performance of this project will remain the property of the U.S. Government and shall be returned to the COR. Any cabling (with the exception of equipment specified/vendor supplied cabling such as power cables, proprietary or reusable cables, or manufactured supplied cables) shall be returned to the COR. Any cabling, including connectors and reusable terminations, not reutilized in the project, falling within the exception noted above shall remain the property of the U.S. Government and be returned to the COR.
8. Technical Objectives and Goals: The contractor shall provide and install door lock systems for 25 doors and 1 elevator in 8 designated buildings on Fort Leonard Wood.
8.2. Performance Features and Specifications: The door lock systems must be independent of each other and allow for programing and downloading audit trail by use a digital transfer device and then information transferred to a stand-alone workstation with a local printer. This will be a mixture of Contractor Owned / Government Operated (CO/GO) and Government Owned / Government Operated (GO/GO):
8.2.a. 25 different doors (cylinder, mortise, and keypad reader) (GO/
GO) 8.2.b 1 elevator control (GO/GO)
8.2.c 3 stand-alone workstations with software (CO/GO)
8.2.d 3 Data Transfer devices (GO/GO)
8.2.e. 500 proximity cards (GO/GO)
8.3. Service/Maintenance Agreement
8.3.a Service Agreement will cover one time installation of items 8.2.a thru 8.2.c and furnishment of 8.2.d and 8.2.e. for a total of 26 locks and associated automation / auditing equipment.
8.3.b Maintenance Agreement will cover preventive maintenance (PM) for locks and Updates/Upgrades/Firmware for all information technology devices.
8.3.c. All of the Equipment described shall be inspected and repaired on a regular basis, as suggested by the Equipment's maintenance manual supplied by the manufacturer for each specific piece of equipment, or at a minimum annually.
9. Installation of new equipment: The new equipment installed shall be located as indicated in by POC and COR, unless requirements specified elsewhere within this document require installation at a specific location.
10. Cabling: Whenever possible, the existing cabling shall be reutilized. All new and existing cabling shall be labeled at both terminations/ends to ensure the identification of the cable forfeiture maintenance, upgrades and/or repair. All cable installed shall meet the appropriate guidelines and requirements set forth in the current applicable national electrical and other applicable codes.
11. Training: The contractor shall provide systems training for up to six individuals after the testing phase of the installation. Training shall include system startup and shut down, basic and advanced operation of all related systems and basic troubleshooting including trouble reporting procedures.
13. Testing: The contractor shall provide a complete and comprehensive test plan at the completion of the installation and prior to training, The test plan shall include the testing of all equipment to ensure that the Control System and all related equipment, including controller, interface, and any other equipment provided by the contractor, or otherwise covered under the scope of the statement of work (SOW) are in an "Operational Status at the completion of the installation. For the purpose of the contract, "Operational Status is defined as: covered equipment being on-line and operating in an error free, normal condition or state. The contractor shall provide a demonstration to the COR to confirm the proper functioning thereof. The contractor shall perform systems diagnostic testing and maintenance at the completion of the installation or when notified by the COR. If the problem or error cannot be cleared remotely and the Contractor deems the problem or error to be critical enough to cause a system or partial system failure, then the contractor shall send a technician on-site to correct the problem and return the equipment to an operational status within 24 hours.
14. Warranty Repair Response Time: Contractor shall respond by telephone to calls from the COR, or other point of contact authorized by the COR, for inspection within 4 hours of receipt of telephonic notification. Response time shall not include holidays or weekends unless prior approval is obtained from the COR. After responding to a service call, if the contractor determines a repair is necessary, then the Contractor shall submit a cost breakdown and estimated time frame for repair to the COR for determination of feasibility of repair on that particular piece of equipment.
15. Acceptance/Correction/Warranty Work: All work performed under this contract shall be subject to the acceptance of the COR and if performance is found to be unsatisfactory and not in accordance with the requirements of this contract, the Contractor shall begin correcting satisfactory work not later than the first three (3) hours of the following regularly scheduled Government workday and shall be completed within 48 hours, excluding time required to obtain parts. The COR will inform the Contractor in writing if correction is not acceptable, to initiate further action if needed. The Contractor shall guarantee that under normal use, the repair work performed will be free from defects from the completion of the work. The Contractor shall perform work to correct any defects resulting from the repair work at no charge to the Government.
16. Safety Inspection: Safety inspection shall be performed on all electronic equipment. The Contractor shall be required to physically inspect power and interface cables during semi-annual preventive maintenance and replace said cabling if deemed necessary by COR and contractor.
17. Clean up of Premises: Upon completion of service, Contractor is required to clean up workspace and remove and dispose of any parts or debris caused by service performed.
18. Transportation of Components: The Contractor shall provide qualified personnel and appropriate conveyance and equipment necessary to load, unload and transport all components, should it become necessary to repair equipment off-site. Contractor shall sign DA Form 2407, Maintenance Request, acknowledging receipt of the government equipment for repair offsite, upon return of the equipment to the government; the contractor shall receive a copy of DA Form 2407 showing delivery of the equipment to the government.
20. Parts and Materials: Parts and Materials used by the Contractor in performance of this contract shall be new and conform to the original equipment manufactured or re-manufacturer's specifications unless previously approved by the COR. Rebuilt assemblies may be used with prior approval of the COR when it is a standard industry practice, and the rebuilt assembly or subassembly carries the same manufacturer's or re-manufacturer's warranty of a new assembly or subassembly. Government property and shall be returned upon request of the COR unless the replacement part is predicated upon an exchange basis with the part being replaced.
21. Applicable Technical Orders, Specifications, Regulations and Manuals:
Environmental Protection. In order to prevent and provide for abatement and control of any environmental pollution arising from the services of the Contractor in performance of this contractor, the Contractor shall comply with all applicable Federal, State and Local laws and regulations concerning environmental pollution control and abatement in effect on the date of this contract.

24. Safe Work Conditions:
24.1 Contractor Responsibility: The contractor shall assume full responsibility and liability for compliance with all applicable local, state and federal, regulations pertaining to the health and safety of personnel and environmental management during the execution of work.
24.2 Protection to Public and Property: The contractor shall take all necessary precautions to prevent injury to the public, building occupants, and/or damage to property of others. For the purposes of this contract, the public or building occupants shall include all persons not employed by the contractor or a subcontractor working under his/her direction.
24.3 Protection of Equipment: Storing, positioning or use of equipment, tools, supplies, materials, scrap, trash, furniture, and other items in a manner likely to present a hazard to the public or building occupants by its accidental shifting, ignition, or other hazardous qualities is prohibited.
25.4 General:
25.4.a. All work shall be completed and performed in accordance with the best practices of the trade and in compliance with all applicable federal, state and local codes.
25.4.b All surfaces adversely affected by the contractor shall be repaired to match the existing finishes.
25.4.c. All demolition debris shall be removed from the premises daily.
25.4.d All work areas shall be kept neat and clean. The contractor shall perform post completion sweeping and/or vacuuming as needed to leave a clean work area.
25.4.e All work in these areas shall be completed promptly to minimize the disruption to building occupants.
25.4.d The contractor shall provide accessories and miscellaneous items as required even though each item is not specifically mentioned or described.
26. Security Badges/I.D.: All contractors are required to display an I.D. badge while on Federal properties. The badge must be visibly worn between the shoulders and the waistline. Contractors and their personnel/subcontractors are required to pass security checkpoints each time they enter the Installation.
27. Termination of Services: Items to be considered as cause for contract termination include but are not limited to: failure to complete normal service within specified time period, excessive callbacks due to poor workmanship, failure to respond, by telephone, or by email within a 48-hour time limit.
28. Timeframes Period of Performance: The contract work must be completed within 30 days from the date of award. The period may be extended if the Government representative agrees.
29. Access and General protection/Security Policy and Procedures:
29.1 Antiterrorism (AT) Level I Training. All contractor and sub-contractor employees requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training. IAW AR 525-13, 3 DEC 19, AT Level I Awareness training will be conducted by a certified Level II trained ATO. For contracts that cross fiscal years, or for contracts with option years, all contractor personnel shall complete annual AT Level I awareness training. The Installation AT Office or a certified Level II trained ATO on the installation will provide the training. Contact information for this Government employee will be provided at the kick-off meeting.
The Installation AT Office or a certified Level II trained ATO will provide a one-hour training session conducted on FLW for Contractor personnel working on this installation.
The COR will coordinate this training at the time of task order modification or award.
Contractor personnel working at installations other than FLW shall coordinate with the COR and local AT Offices to obtain training applicable to that installation.
Contractor shall provide a list of personnel trained to the COR within five (5) business days of completion of training.
29.2 Access and General Protection/Security Policy Procedures. FLW Automated Installation Entry (AIE) Pass Transition. The included instructions/form for requesting a Ft. Leonard Wood AIE pass supersede those previously communicated. The AIE pass form (see attached) has been revised for applicants to provide citizenship status, Foreign Nationals Alien Registration/Passport number and Country of Birth information.
An electronic copy of the spreadsheet will be sent via email for your use. As with the previous version, all information must be typed; handwritten and incomplete requests will not be processed. Once completed, submit the form to your sponsor via email or US mail.
Your sponsor will add the FPCON level, days, and times for entry and will forward it to the Visitor Control Center (VCC) for background screening and pass processing. The sponsor will send it via encrypted email to this address:
usarmy.leonardwood.usag.list.des-physec-vcc@mail.mil. VCC personnel will notify sponsors when background screenings are completed, and passes are ready for pickup. Sponsors will then notify you that your pass is ready for pick up at the VCC. You will need bring a valid picture ID and turn in Mobilisa passes, as they will no longer be authorized.
As a reminder, the Mobilisa pass application portal is no longer used. Regardless of the expiration date of an existing Mobilisa pass, ALL pass holders are required to get the new AIE pass. Person(s) that do not submit for the new AIE pass may experience delays entering FLW.
If a retiree, or DOD ID card holder, wishes to gain employment on the installation as a contractor, then that person’s “status” will change to a contract employee, which triggers the requirement for an employment background check and an NCIC-III check for access to the installation.
29.3 iWatch Training. Within 10 calendar days of contract award and within 10 calendar days of new Contractor employees commencing work on this contract, all Contractor and sub-contractor employees shall review the FLW Directorate of Emergency Services (DES) web link for iWatch training located at http://www.wood.army.mil/LEC/iWatch/iWatch.htm. This locally developed training will inform employees of the types of behavior to watch for and how to report suspicious activity. Suspicious activity shall be reported to the COR or KO.
29.4 The OPSEC Plan and User Agreement: The OPSEC Plan and User Agreement will be available for Contractors to review through the Installation OPSEC Officer. The Contracting Officer’s Representative (COR) will ensure the Contractor is aware of the Installation's OPSEC Plan and is in compliance with the Installation's OPSEC Plan during contract performance.
29.5 For contracts that require an OPSEC Standard Operating Procedure/Plan:
Contractor shall develop and submit an OPSEC SOP that is in compliance with AR 530- 1 within 90 calendar days of contract award to be reviewed and approved by the responsible Government OPSEC Officer. This SOP/Plan will include Government’s critical information, why it needs to be protected, where it is located, who is responsible for it, and how to protect it. In addition, Contractor shall identify an individual who will be an OPSEC Coordinator and is OPSEC Level II certified.
29.6 OPSEC Training: Pursuant to AR 530-1, all Contractor personnel must complete initial Level I OPSEC training within 30 calendar days of beginning performance on this contract. For contracts that cross fiscal years, or for contracts with option years, all contractor personnel shall complete annual OPSEC awareness training, to be provided by the Installation OPSEC Office or a certified Level II trained OPSEC Officer. Contact information for this Government employee will be provided at the kick-off meeting.
The Installation OPSEC Office, or a certified Level II trained OPSEC Officer, will provide Level I OPSEC training on Fort Leonard Wood for Contractor personnel working on this installation. The COR will coordinate this training at the time of task order modification or award.
Contractor shall provide a list of personnel trained to the COR within five (5) business days of completion of training.
Contractor personnel working at installations other than FLW shall coordinate with the COR and local OPSEC Office to obtain training applicable to that installation.
29.7 Information Assurance (IA) Awareness Training for Contractors Requiring Access to Information Systems. All Contractor and sub-contractor personnel requiring network access to Government information systems shall successfully complete DoD IA Awareness training available at https://ia.signal.army.mil/ prior to accessing systems and annually thereafter. Training certificates shall be provided to the COR immediately upon completion. Contractor employees will be registered in the Army Training Certification Tracking System (ATCTS) by the organization’s Information Assurance Officer prior to commencement of work and shall sign the acceptable use policy IAW AR 25-2, Para. 3-3. The COR or KO will coordinate with the requiring activity Information Assurance Support Officer or ATCTS Folder Manager to input contractor information into the ATCTS and verify compliance.
