About this file
This document is a sole source justification for the Federal Mediation and Conciliation Service's solicitation for Microsoft Azure services from Questivity. The justification requests Microsoft Azure pay-as-you-go subscription services and overage communications to be provided by Questivity, the holder of FMCS's current Microsoft Volume License Agreement. The estimated value of the services is unspecified as Questivity invoices Microsoft usage fees directly. The justification cites compatibility with existing systems and a licensing agreement as precluding full and open competition. It was approved on 3 August 2023 by an IT specialist and senior contracting officer at FMCS to procure the cloud services from the sole source provider, Questivity.
