About this file

This Statement of Work (SOW) details the construction of an inert storage pad with an overhead canopy at Campia Turzii Air Base in Romania. The project requires constructing a 13m x 13m x 21m pad using compacted earth fill and gravel within the Munitions Storage Area (MSA) earth barricades, with a 12m x 12m x 20m triangular canopy structure. Key specifications include a corrugated metal roof supported by three vertical metal posts, concrete footings, and camouflage-patterned mesh netting on two sides to provide concealment while maintaining front-side access. The contractor must furnish all equipment, materials, and labor, ensuring fire-resistant materials and compliance with explosive safety and host nation regulations.

The project is to be completed within 90 calendar days of the Notice to Proceed, with oversight from the U.S. Air Force (USAF) and assistance from the Romanian Air Force (RoAF). Security requirements mandate construction within the MSA earth barricades to prevent visual identification of stored assets, with strict protocols for site access and photography. Acceptance criteria include pad and canopy construction per approved specifications, proper drainage, leveling, and final inspection by the USAF project officer. Safety measures include mandatory personal protective equipment, mitigating secondary fragmentation risks, and adhering to explosive safety standards.

Statement of Work (SOW) / Performance Work Statement (PWS)

Project Title: MSA Inert and Empty Container Pad Construction with Covering

1.0 Purpose and Background

The purpose of this project is to construct an inert storage pad with an overhead canopy cover within the Munitions Storage Area (MSA) at Campia Turzii Air Base, Romania. The pad will be used exclusively to house inert assets and empty containers. To meet security requirements, the pad must be located within the MSA earth barricades at the southwest corner, minimizing visual identification from the Perimeter Tactical Road (PTR) and aerial observation.

The pad will consist of compacted earth fill and gravel, with accessibility across the current drainage ditch that is the same width as the structure, capable of supporting vehicle operations and will be covered by a canopy structure at least 4.3 meters tall. The canopy shall feature a corrugated metal roof supported by vertical metal posts, with camouflage-patterned mesh netting enclosing the back sides to provide concealment while maintaining front-side accessibility.

2.0 Scope of Work

The contractor shall design, construct, and deliver a functional inert storage pad with canopy that meets operational, safety, and security requirements. Work includes:

• Site preparation

• Compaction

• Earth fill and gravel placement

• Vehicle accessibility from roadway to pad

• Canopy installation

• Coordination with host nation authorities

3.0 Requirements

• Construct a pad using compacted earth fill and gravel base with approximate dimensions of 13m x 13m x 21m. The pad shall include measures to prevent gravel erosion, such as edge containment or other stabilization techniques.

• Construct and install a culvert or equivalent system between the canopy and adjacent road.

• Install a canopy structure measuring 12m x 12m x 20m, featuring a triangular design supported by three vertical metal posts, as illustrated in reference image (pic.4).

• All metal posts must be encased in concrete footings to ensure structural stability and long-term durability.

• The canopy shall include a corrugated metal roof and be enclosed on two sides with camouflage-patterned mesh netting, leaving the front side open for access.

• The overall design shall resemble a utilitarian, open-sided shelter that provides shade and visual concealment from aerial and perimeter views.

• All construction materials, including canopy components and netting, must be fire-resistant.

4.0 Deliverables

• Properly compacted pad surface ensuring leveling and structural integrity.

• Adequate drainage system through site grading, ditching, and installation of a culvert or equivalent system between the canopy and adjacent road.

• Erosion control measures implemented to prevent displacement of gravel and maintain pad integrity.

• As-built drawings and construction completion report.

5.0 Period of Performance

The project shall be completed within 90 calendar days from the issuance of the Notice to Proceed, unless otherwise agreed upon at contract award.

6.0 Place of Performance

Campia Turzii Air Base, Romania Location: Within the MSA earth barricades at the southwest corner.

7.0 USAF & RoAF Assistance

• U.S. Air Force (USAF) will provide oversight and coordination with host nation authorities.

• Romanian Air Force (RoAF) will assist with site access, security, and host nation coordination.

8.0 Contractor-Furnished Equipment/Information

The contractor shall furnish all necessary equipment, materials, labor, and information to complete the project, including but not limited to:

• Construction machinery

• Gravel and earth fill

• Canopy poles and roofing materials

9.0 Acceptance Criteria

• Pad and canopy constructed in accordance with approved design specifications.

• Compliance with applicable technical orders and safety standards.

• Drainage and leveling completed to prevent water accumulation.

• Final inspection and acceptance by USAF project officer.

10.0 Security Requirements

• Construction must occur within the MSA earth barricades to prevent visual identification of stored assets.

• Contractor personnel must comply with USAF and RoAF security protocols for access to Campia Turzii Air Base.

• Unauthorized photography or disclosure of site details is strictly prohibited.

11.0 Safety

• Contractor shall comply with DESR 6055.09_AFMAN 91-201 explosive safety requirements.

• All work must adhere to host nation safety regulations.

• Use of personal protective equipment (PPE) is mandatory during construction.

• Design and construction practices must mitigate risk of secondary fragmentation from pavers, assets, and canopy structure.
