About this file
This is a Notice of Intent to Award issued by the Michigan Department of Technology, Management & Budget's Printing Services for Request for Quote (RFQ) #26*0031 regarding the procurement of MS-ENV-19 envelopes with no indicia. The project involves the production of 50,000 envelopes. Four vendors submitted bids for the contract: IMAGE PRINTING at $1,820.99, DIAMOND ENVELOPE at $2,107.50, THE ENVELOPE PRINTERY at $2,325.00, and AB GROUPS (which was deemed non-prequalified and therefore ineligible). DIAMOND ENVELOPE was selected as the recommended vendor. The evaluation process considered pricing alongside other factors including turnaround time, price hold, whether the work is printed in Michigan, and vendor experience. Kristin Bergan, Print Consultant, serves as the primary contact for questions regarding the award at 517-636-7743 or BerganK@Michigan.gov. Vendors have the opportunity to file a protest of the award decision through the Vendor Self Service portal within the posted deadline.
The award recommendation was made to DIAMOND ENVELOPE based on best value to the State of Michigan rather than lowest price alone, allowing Printing Services discretion to select a higher-bidding vendor if superior turnaround time or other evaluation criteria justify the decision. The bidders' quoted turnaround times ranged from 7 working days (IMAGE PRINTING) to 21 working days (DIAMOND ENVELOPE). All qualified bidders demonstrated the ability to print in Michigan and relevant experience. An actual award will be issued only after an order is received and the final decision is made to outsource the project, as Printing Services reserves the right to perform the work in-house. Additional inquiries regarding the outsource process, bidding procedures, protest procedures, and bid tabulation should be directed to Andrew Hale, Departmental Technician, at 517-636-0092.
