17 January 2019 1st Special Operations Contracting Squadron 350 Tully Street, Hurlburt Field FL, 32544

SYNOPSIS

Hurlburt Field, FL, intends to make a single award for 492 Special Operations Wing Mission Reshearsal Training (MRT), Assult Zone and Call For Fire Support services with a period of performance 29 March 2020 through 28 March 2023; with two (2) 12-month option periods. Work consists of, but is not limited to the following: The contractor is required to provide all personnel, equipment, tools, materials, vehicles, supervision and other services necessary to perform Mission Reshearsal Training (MRT), Assult Zone and Call For Fire Support services at Hurlburt Field, Florida. The mission of the 492 Special Operations Training Group (SOTRG) under the 492nd Special Operations Wing (SOW), is to conduct specialized training of combat-ready Special Operations Forces (SOF) to conduct covert, clandestine, and contingency operations with SOF mobility, ISR, and Strike. The 492 SOTRG requires contracted Mission Rehearsal Training (MRT) ground party personnel, Assault Zone (Landing Zone (LZ) and Drop Zone (DZ)) controllers and range operations personnel to support 492 SOW Formal Training Unit (FTU) Programmed Flying Training (PFT) requirements.

This acqusition is being offered as a 100% small business set aside. The North American Industry Classification System (NAICS) code for this project is 611519 and PSC of U099 with a size standard of $16.5M. The Contracting Officer anticipates awarding a firm-fixed price type contract.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) PRICE, (2) TECHNICAL, and (3) PAST PERFORMANCE. The Government reserves the right to award a contract to other than the lowest proposed price.

The anticipated issuance date for this solicitation is projected to be on or about 24 January 2020 with offers due on or around 24 February 2020.

This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs.
