About this file
This is a Memorandum for Record documenting an urgent Market Research Memorandum (MRM) and Sole Source Justification (SSJ) for the procurement of computed tomography (CT) contrast for Naval Medical Center Camp Lejeune (NMCCL).
NMCCL requires an urgent 3-month supply of CT contrast, a life-saving diagnostic agent necessary for the Radiology and Emergency departments to evaluate acute trauma, vascular compromises, and severe medical emergencies. The requirement is classified under NAICS Code 325412 (Pharmaceutical Preparation Manufacturing), Product/Service Code 6515 (Medical and Surgical Instruments, Equipment, and Supplies), with a small business size standard of 1,300 employees. The procurement justifies sole-source award authority based on unusual and compelling urgency. A widespread manufacturer recall issued March 24, 2026, rendered existing supplies unusable and crippled the supply chain. Standard prime vendor distribution channels are significantly backlogged with systematically canceled orders due to manufacturer and distributor inability to meet demand. Tri-Pharma, Inc. (Small Business, CAGE Code 5UXG1, Unique Entity ID P2EDVGEMBDB3), located at 975 Cobb Place Blvd, NW, Suite 118, Kennesaw, GA 30144, has been identified as the only known source capable of fulfilling this requirement within the immediate timeframe. Tri-Pharma possesses necessary stock on hand to provide the required 3-month supply. The memorandum recommends bypassing standard distribution avenues and immediately executing a sole-source award to Tri-Pharma, citing the threat to human life and military medical readiness if procurement is delayed.

MEMORANDUM FOR RECORD
11 June 2026
SUBJECT: Urgent Market Research Memorandum (MRM) and Sole Source Justification (SSJ) Procurement of Computed Tomography (CT) Contrast for Naval Medical Center Camp Lejeune
(NMCCL)
BLUF: This MRM documents the urgent and compelling need to award a sole-source contract to Tri-Pharma for a 3-month supply of CT contrast. Due to a massive manufacturer recall on March 24, 2026, the prime vendor supply chain is crippled. Failure to award this requirement by the need-by date will force NMCCL to divert severe blunt trauma, penetrating trauma, and acute vascular emergencies, posing a severe risk to warfighter and patient safety.
