About this file

This is a Minimum Requirements Document for the procurement of a Superconducting Nanowire Single-Photon Detection (SNSPD) System by the Air Force Research Laboratory (AFRL), Sensors Directorate, Electro-Optical Electro-Physics Division (AFRL/RYMM). The document, dated 13 July 2026, specifies technical and operational requirements for a turnkey, fully integrated SNSPD system intended to support advanced research in laser detection and ranging (LADAR), free-space optical/laser communications (Lasercom), intelligence, surveillance, and reconnaissance (ISR), and tactical remote sensing applications.

The required system must provide single-photon detection across visible and near-infrared wavelengths (approximately 700 nm to 2100 nm) with photon detection efficiency of ≥80% for near-infrared wavelengths and ≥60% for extended infrared wavelengths up to approximately 2000 nm or greater. Timing resolution must be ≤100 picoseconds full width at half maximum (FWHM) with recovery time ≤300 nanoseconds to 50% efficiency, and dark count rates must be ≤1,000 counts per second. The system must include multiple detection channels with fiber-coupled inputs compatible with standard optical fiber interfaces (FC/PC connectors or equivalent), all required readout electronics (DC and RF), and a closed-cycle air-cooled cryogenic cooling system with integrated temperature control and automated operation. Additional requirements include full system integration with control software for immediate operation upon installation, calibration reference capability, durability for continuous laboratory operation, all necessary peripheral items and accessories including helium lines and vacuum components, and compliance with applicable federal safety and laboratory equipment standards with comprehensive documentation for safe operation and maintenance procedures.

Minimum Requirements Document

Superconducting Nanowire Single-Photon Detection (SNSPD) System

13 July 2026

Background & Scope: The Air Force Research Laboratory, Sensors Directorate, Electro-Optical

Electro-Physics Division (AFRL/RYMM) conducts advanced research and development to support next-generation national security and defense mission applications, with a primary focus on laser detection and ranging (LADAR), free-space optical/laser communications (Lasercom), intelligence, surveillance, and reconnaissance (ISR), and tactical remote sensing systems.

Fulfilling these critical mission requirements demands an advanced capability to detect, characterize, and analyze extremely low-level optical signals down to discrete single-photon events across the visible and near-infrared (VNIR) spectral bands.

However, existing photodetector arrays and legacy sensing technologies currently fielded within the division are fundamentally limited by sub-optimal quantum efficiencies, insufficient timing resolution (jitter), and elevated dark count rates (noise). Collectively, these technical deficiencies restrict the division's capacity to benchmark emerging photonic components, optimize tactical system architectures, and transition high-performance optical capabilities to the warfighter.

To bridge these critical performance gaps, the acquisition of a state-of-the-art Superconducting

Nanowire Single-Photon Detection (SNSPD) System is required. Integrating an SNSPD system into the RYMM research infrastructure will provide unmatched photon-counting performance, characterized by near-unity system detection efficiency (SDE) across targeted VNIR wavelengths, ultra-low dark count rates (DCR) to maximize signal-to-noise ratio in photon-starved environments, and picosecond-level timing jitter to ensure precise temporal characterization of high-speed optical phenomena.

Requirements/Salient Characteristics: This acquisition details the procurement of a turnkey, fully integrated Superconducting Nanowire Single-Photon Detection (SNSPD) System. The acquired instrumentation must serve as a comprehensive, high-fidelity research platform capable of supporting rigorous experimental research, advanced detector characterization, precision calibration activities, and seamless hardware-in-the-loop system integration. By establishing a state-of-the-art photon-counting capability, this system will empower AFRL/RYMM to execute critical evaluations of next-generation quantum-photonic detector technologies and directly support high-priority defense mission areas. Specifically, the system will serve as a core research asset for optimizing tactical laser rangefinding and LADAR architectures, enhancing high-bandwidth free-space optical communications (Lasercom) links, and pioneering novel active and passive advanced sensing modalities.

To ensure compatibility with ongoing research initiatives and to meet strict operational performance baselines, the proposed SNSPD system must meet the following minimum technical requirements:
