About this file

This Minimum Requirements Document outlines specifications for a LabSat 4 "or equal" Global Navigation Satellite System (GNSS) Radio Frequency Record and Replay System for a FY26 exploratory research project. The system must capture live sky GNSS satellite data in the Continental United States, interface with a STIM300 inertial measurement unit, and collect synchronized data from GNSS and inertial sources. Key technical requirements include multiple recording channels, a 60 MHz sampling rate with 12-bit quantization, field portability (1U server rack size), a replaceable internal data drive, and the ability to collect data simultaneously on L1, L2, and L5 frequency bands.

The system is intended to support signal processing research by providing high-resolution RF data recording capabilities that overcome limitations of the current LabSat 3 Wideband system. Specific requirements include producing NEMA stream output, supporting RF and IMU sampling concurrently, enabling playback of data into various receivers, and including a connector cable for the STIM300 IMU. The document is dated 20 November 2025 and emphasizes that any "or equal" alternative must meet all specified salient characteristics to be considered for the project.

Minimum Requirements Document

LabSat 4 “or equal” Global Navigation Satellite System (GNSS) Radio Frequency

Record and Replay System

20 November 2025

Background & Scope:

This equipment purchase is to support a FY26 new start effort that is under exploratory research.

This project is a follow-on effort to a preliminary project that confirmed the feasibility of a proposed Global Satellite Navigation System (GNSS) Trust Validation System that will explore quantifying trust at various stages in signal processing in a satellite navigation receiver.

For preliminary development in this project, a branch-owned LabSat 3 Wideband data recorder and playback system can be used together with the standard breakout connector. However, the equipment is limited in its dynamic range for radio frequency (RF) recording and more capable equipment is needed to adequately capture RF data in a challenging environment. The LabSat 3

Wideband tool will saturate under challenging conditions required for this project, and the recorded data will not meet the requirements for signal processing in a receiver.

Requirements/Salient Characteristics: The following salient characteristics are firm requirements and any “or equal” item must meet these characteristics:

• The system must offer multiple recording channels to capture at minimum live sky GNSS satellite data for a location in the Continental United States (CONUS) and must interface to an inertial sensor including the STIM300 inertial measurement unit (IMU).

• The system must collect data from a GNSS source (live sky or similar) and from an inertial measurement unit (or similar) on a synchronized time scale.

• The ability to produce a NEMA stream output is required. NEMA is an industry standard data format.

• The system must be field portable and fit in a 1U space on a server rack so it may be installed in a standard server rack in test vehicles.

• The system must hold an internal data drive that is replaceable to meet data rate requirements without dropping samples, which would render the data unusable.

• The system must collect data at a 60 MHz sampling rate with the highest possible resolution, understood to be 12-bit quantization to sufficiently capture challenging signal environments for the purpose of applying signal processing techniques and allow for the information to be saved to a data drive.

• The system must be able to collect data on multiple center frequencies simultaneously within the L1, L2, and L5 frequency bands (with the ability to collect on two RF channels and one IMU channel simultaneously).

• The system must support RF sampling and IMU sampling at the same time.

• The system must offer playback of RF data samples and IMU data such that it can be used to play data into a variety of receivers.

• The data recording and playback system must interface with a STIM300 IMU for data collection, which will require a connector cable.
