About this file

This is a Minimum Requirements Document for the procurement of a LabSat 4 Global Navigation Satellite System (GNSS) Radio Frequency Record and Replay System dated 22 May 2026.

The procurement is to support follow-on development for a FY26 new start effort under exploratory research for a GNSS Trust Validation System. The purchasing organization, identified as RYWN, currently owns one LabSat 4 data recorder and playback system and requires an identical second system with a specialized connector cable to enable simultaneous stationary and mobile testing. The hardware must match existing owned equipment to maintain compatibility with current research operations and the organization's forward-compatible simulation software.

The required system must offer multiple recording channels to capture live sky GNSS satellite data for Continental United States locations and interface with a STIM300 inertial measurement unit (IMU). Key technical specifications include: 60 MHz sampling rate with 12-bit quantization; simultaneous collection on two RF channels and one IMU channel; the ability to collect data on multiple center frequencies within L1, L2, and L5 frequency bands; NMEA stream output capability; replaceable internal data drive to prevent sample dropping; field portability fitting within 1U server rack space for installation in test vehicles; and playback functionality for RF and IMU data compatible with various receivers. The system must support RF and IMU sampling simultaneously and interface with a STIM300 IMU via connector cable. No training or installation is required, as RYWN possesses familiarity with the LabSat tool.

Minimum Requirements Document

LabSat 4 Global Navigation Satellite System (GNSS) Radio Frequency Record and Replay

System

22 May 2026

Document Date: 22 May 2026

Background & Scope:

This purchase is to support follow-on development for a FY26 new start effort under exploratory research. The project is a follow-on effort to a preliminary project that confirmed the feasibility of a proposed Global Satellite Navigation System (GNSS) Trust Validation System that will explore quantifying trust at various stages in signal processing in a satellite navigation receiver.

For development in this project, a recently purchased LabSat 4 data recorder and playback system has been used with the specialized connector cable. Current development requires either stationary or mobile testing. Future development of this work requires simultaneous stationary and mobile testing, requiring two identical data collection setups. For this a second LabSat 4 data recorder and playback system is required with the specialized connector cable.

Requirements/Salient Characteristics:

The hardware must match the currently owned hardware used in this project. Therefore, a LabSat

4 data recorder and playback system with specialized connector cable are needed. The requirements for the original data recording and playback system used in this work are reproduced below and apply for the identical system needed.

• The system must offer multiple recording channels to capture at minimum live sky GNSS satellite data for a location in the Continental United States (CONUS) and must interface to an inertial sensor including the STIM300 inertial measurement unit (IMU).

• The system must collect data from a GNSS source (live sky or similar) and from an inertial measurement unit (or similar) on a synchronized time scale.

• The ability to produce a NMEA stream output is required. NMEA is an industry standard data format.

• The system must be field portable and fit in a 1U space on a server rack so it may be installed in a standard server rack in test vehicles.

• The system must hold an internal data drive that is replaceable to meet data rate requirements without dropping samples, which would render the data unusable.

• The system must collect data at a 60 MHz sampling rate with the highest possible resolution, understood to be 12-bit quantization to sufficiently capture challenging signal environments for the purpose of applying signal processing techniques and allow for the information to be saved to a data drive.

• The system must be able to collect data on multiple center frequencies simultaneously within the L1, L2, and L5 frequency bands (with the ability to collect on two RF channels and one IMU channel simultaneously).

• The system must support RF sampling and IMU sampling at the same time.

• The system must offer playback of RF data samples and IMU data such that it can be used to play data into a variety of receivers.

• The data recording and playback system must interface with a STIM300 IMU for data collection, which will require a connector cable.

RYWN has familiarity with the LabSat tool and owns simulation software that is forward compatible with upgraded LabSat hardware. Branch familiarity would reduce self-guided training time to data collection. No training or installation is required.
