About this file
This is a Minimum Requirements Document for a Discrete Amplification Photon Detector (DAPD) Array Receiver System, dated 10 July 2026, issued by the Air Force Research Laboratory, Sensors Directorate, Multispectral Sensing and Detection Division (AFRL/RFMM). The document establishes technical and operational requirements for procuring an advanced photon detection system to support critical experimentation, characterization, and performance validation of near-infrared optical sensing and laser-based systems. The existing photon detection infrastructure is deemed technologically insufficient to meet current and modernizing research objectives due to limitations in multi-channel detection, quantum efficiency, signal amplification, timing resolution, and integrated digital processing.
The required system must provide photon detection capability in the near-infrared wavelength region centered approximately at 1550 nm with high-sensitivity optical detection suitable for low-photon-count applications. The system must feature a minimum of twenty-five (25) independent detection channels with integrated signal amplification, precise timing measurements for optical ranging and communications, and stable, repeatable measurements over extended operational periods. The system architecture must include integrated signal processing and digital receiver functionality supporting simultaneous acquisition across all channels. Software and data integration requirements include a graphical user interface for system configuration and monitoring, data export in standard formats, and application programming interfaces or software development kits enabling custom software development and automation. The system must integrate seamlessly with existing optical laboratory instrumentation, laser systems, and data acquisition equipment using standard communication interfaces. Additional requirements address usability for engineers and scientists, automated measurement capabilities, durability for continuous laboratory operation, manufacturer-provided warranty coverage, technical support access, firmware and software updates, and secure operation within government information technology environments.

Minimum Requirements Document
Discrete Amplification Photon Detector (DAPD) Array Receiver System
Document Date: 10 July 2026
Background & Scope: The Air Force Research Laboratory, Sensors Directorate, Multispectral
Sensing and Detection Division (AFRL/RFMM) conducts advanced research, development, test, and evaluation (RDT&E) in photonics, laser sensing, optical communications, and electromagnetic technologies to advance United States Air Force (USAF) capabilities. To support critical experimentation, characterization, and performance validation of near-infrared
(NIR) optical sensing and laser-based systems, AFRL/RFMM must acquire advanced photon detection capabilities.
The government’s existing photon detection infrastructure within AFRL/RFMM is technologically insufficient to meet current and modernizing research objectives. The legacy systems lack the critical combination of multi-channel detection, high quantum efficiency/sensitivity, robust signal amplification, and integrated digital processing. These technical limitations in detector performance, channel scalability, timing resolution, and high-fidelity data acquisition constrain researchers' ability to efficiently characterize next-generation optical payloads and execute advanced laboratory research.
Requirements/Salient Characteristics: The purpose of this acquisition is to procure a Discrete
