About this file
This document is a Justification and Approval (J&A) for a sole-source contract to Blair, Inc., a women-owned small business (WOSB), for the design, fabrication, and installation of two Pentagon wall displays for the U.S. Army G-1 and Manpower and Reserve Affairs (M&RA) offices. The one-year firm fixed-price contract, valued under $4M, will update existing wall displays in the Pentagon's E Ring to cover the period from 2008 to 2028, replacing outdated displays that have been in place for over 20 years.
The procurement is being conducted under FAR 6.302-5, leveraging an exception for sole-sourcing to a WOSB in an underrepresented North American Industry Classification System (NAICS) code. Blair, Inc. was selected due to its extensive history of creating Pentagon wall displays since 2008, unique security clearances, and ability to obtain restrictive building permits. Market research was conducted, including a Sources Sought Notice and a Request for Information, which yielded three vendor responses. However, none demonstrated the capability to provide the specific aesthetic continuity required for the Pentagon displays, effectively positioning Blair, Inc. as the only qualified vendor for this procurement action.

Justification and Approval for Other than Full and Open Competition – FAR Part 6
1. Contracting Activity: U.S. Army Mission and Installation Contracting Command - Fort Knox, Division 2, 199 6th AVE, Fort Knox, KY 40121-5720
2. Description of Action: This is a new firm fixed price (FFP) service contract using Fiscal Year (FY) 2025 Operation and Maintenance (O&M) funds for the design, detail, management, production, and installation of two G-1 Pentagon Corridor Wall Displays, namely the M&RA and G-1 Front Office and 9/11 Memorial Wall Displays.
3. Description of Supplies/Services: The total estimated dollar value of the proposed action is for a one-year contract. This contract is in support of Assistant Secretary of the Army (ASA) Manpower and Reserve Affairs (M&RA) and Office of the Deputy Chief of Staff, G-1, and removes existing wall displays from the Pentagon, extends the structure and graphics to include 2008 to 2028, for the design, detail, management, production, and installation of the U.S. Army G-1 and M&RA Pentagon Corridor displays.
This effort was previously awarded under contract W9124D-23-C-0044 with a sole-source justification and approval control number of but the contract was terminated for convenience on 26 SEPT 2024 as a result of Government delays and requests for out-of-scope changes. This new requirement accounts for these matters to avoid the need for another termination for convenience for these reasons.
Performance Period: 15 MAY 2025 to 14 MAY 2026
4. Authority Cited: 10 U.S.C. 3204(a)(5) as implemented by FAR Part 6.302-5 – Authorized or Required by Statute
5. Reason for Authority Cited: As described in FAR 6.302-5(a)(2)(i), full and open competition need not be provided for when a statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source. In accordance with FAR 6.302-5(b)(7), the application of Title 15 United States Code 637(m)(8) authorizes a sole source to a women-owned small business (WOSB) if: the contracting officer does not have a reasonable expectation that two or more WOSB will submit offers; the requirement is codified under a North American Industry Classification System (NAICS) that is underrepresented by WOSBs according to the Small Business Administration (SBA); the anticipated award will be less than $7M for manufacturing NAICS codes and less than $4M for other NAICS codes; and the contract can be made at a fair and reasonable price.
The requirement is codified under NAICS 541850, a non-manufacturing NAICS, and is underrepresented by WOSBs according to SBA. The estimated cost of this requirement is under $4M. The proposed vendor, Blair Inc., has performed numerous efforts within the Pentagon since 2008 for the design detail, management, production, and installation of the Pentagon Corridor displays. Based on prior history, the Government believes that it can obtain fair and reasonable pricing from Blair Inc.
Blair, Inc. has provided majority of the US Army Pentagon wall displays in either the capacity of a Prime contractor or sub-contractor. Blair, Inc. has created and maintained the continuity and artistic taste of the historical wall displays within the Pentagon and has extensive knowledge of the particular designs the Pentagon requires. Blair, Inc. has been the only qualified vendor to meet the required security clearances and able to obtain the necessary restrictive building permits since 2008.
6. Efforts to Obtain Competition: Market research was conducted by the Mission and Installation Contracting Command (MICC) by posting a Sources Sought Notice on SAM.gov from 06 September 2023 to 08 September 2023 before awarding contract W9124D-23-C-0044. The contracting office received two responses, but none demonstrated the capabilities to able to offer continuity of aesthetics for the Wall Displays.
7. Actions to Increase Competition: Actions to be taken to increase competition in the future will include posting a Request for Information (RFI) on the Government Point of Entry platform. G-1 will continue to monitor the market for additional competition and products that may meet their requirements.
8. Market Research: The Procurement Analyst in MSO, Fumi Williams, posted a market research request on SAM.gov from Jan 30, 2025 to Feb 05, 2025 under notice ID W81PN2-25-RFI-FW01 in an effort to query the market and their capabilities.
9. Interested Sources: Three vendors responded: BHPE (a SDVOSB), SDG (an EDWOSB), and Severn Graphics (a SB). Blair Inc. (a WOSB) did not respond to the inquiry but is the incumbent and capable of fulfilling the requirement based on past performance. BHPE did not submit a capability statement but upon review of their website, it does not appear that they are capable of fulfilling the requirement at all. SDG and Severn Graphics submitted incomplete capability statements which demonstrated that they have some experience with fabricating and installing wall displays for the Government. However, upon further research of contracting repositories, both have experience providing wall displays for the Army and other DoD services but not at the Pentagon and not in recent years. Therefore , Blair, Inc. has been determined to be the only source to fulfill this procurement action.
