MARKET RESEARCH QUESTIONNAIRE
Occupational Training Instructor-Certified Nurse Assistant Program
Federal Prison Camp (FPC) Bryan, Texas
The Federal Bureau of Prisons, Field Acquisition Office, is conducting market research in compliance with Federal Acquisition Regulation, Part 10. The service is for the provision of a Vocational Training Occupational Training Instructor for Certified Nurse Assistant. The services will be provided at the Federal Prison Camp (FPC) Bryan (hereinafter referred to as FPC) Bryan, located in Bryan, Texas. The physical address is FPC Bryan, 1100 Ursuline Street, Bryan, Texas 77803. The contract shall consist of five (5) performance periods (5 years): one 12-month base year with four 12-month option years for renewal. The Government contemplates awarding an indefinite delivery requirements type contract with firm fixed unit prices. It is estimate that the entity will instruct 15 students per each performance period at 35 sessions per week (sessions is one hour). These services are listed in the North American Industry Classification System (NAICS) Code Category 611310 Colleges, Universities, Professional Schools. The size standard is 34.5 million.

7. The Federal Acquisitions Regulations requires the following clause in solicitations and contracts when design, development or operation of a system of records on individuals is required to accomplish the agency’s function: 52.224-1 Privacy Act Notification and 52.224-2 Privacy Act. Please note all individuals providing services at the institutions must undergo a security clearance investigation. This investigation may take 30 calendar days or longer to complete.

All potential offerors are advised if a solicitation is issued it will include the provision at FAR 52.204-7, System for Award Management. 12. The Federal Acquisition Regulation (FAR) requires the following insurances and policies:
Workers’ Compensation and Employer’s Liability: no less than $100,000;
General Liability: no less than $500,000 per occurrence;
Automobile Liability: at least $200,000 per person, Bodily Injury: $500,000 per occurrence;
Property Damage: $20,000 per occurrence.
