Manufacturing Qualification Requirements – Brake Valve Assembly

This document is a manufacturing qualification requirements specification for a Brake Valve Assembly (Part Number 16VL014004-3, NSN 1630-01-087-0430) intended for F-16 aircraft applications. The document establishes mandatory qualification standards that potential offerors must satisfy to become approved sources for this item.

Offerors must submit a Source Approval Request (SAR) package following IAW AFMCI 23.113 and FAR 9.2 Qualification Requirements, with notification to the appropriate government Small Business Office or contracting office. Offerors must certify possession of or access to required facilities, equipment, and tooling for manufacturing, inspection, testing, packaging, and storage, with facilities available for government evaluation. Complete data package verification is required, including all procedures, drawings, specifications, and change notices. Manufacturing must conform to the ESA-approved engineering/technical data package with compliance to Unique Identification (UID) requirements per DFARS 211.274. Offerors must provide results of all quality, performance, and environmental evaluations at their own expense, identify material sources and internal process standards, and submit evidence of Critical Safety Items (CSIs) management processes. A qualification test plan/procedure must be submitted to 417 SCMS/GUEA for prior approval, with a complete test report required before contract award. The government retains the right to witness testing on-site. Offerors must provide at least 30 days' advance notice of testing. A pre-contract award qualification article must be provided for government evaluation and form, fit, and function testing, with notification of pass/fail status within 120 days of submission.

The estimated cost for qualification testing and evaluation is $1,803,000.00, with an estimated completion timeframe of 365 days. Source Qualification Waiver Criteria (QWC1 and QWC2) are available for sources meeting specific conditions: QWC1 applies to sources with written certification of prior government or original equipment manufacturer supply; QWC2 applies to previously qualified sources whose qualifications have been purchased, sold, merged, or reformed, provided they retain equivalent facilities, tooling, equipment, and personnel and utilize original forgings and castings in the manufacturing process. Even with a granted waiver, offerors may still be required to provide a post-contract award first article exhibit to verify production capability.
