About this file

This is a Manufacturing Qualification Requirements document issued by the United States Air Force for an Input Potentiometer Assembly, NLG Steering component used in F-16 aircraft. The document establishes qualification standards that must be met by potential suppliers before contract award.

The item is controlled by the Air Force and identified as: National Stock Number 1620-01-049-2910, Part Number 16L070-1, managed by Engineering Support Activity 417 SCMS/GUEA. Prospective offerers must submit a Source Approval Request (SAR) package to notify the Government of their intent to qualify as a source. Qualification requirements include: certifying possession of required manufacturing, inspection, testing, packaging, and storage facilities; verifying possession of the complete and current ESA-approved Technical Data Package with all procedures, drawings, and specifications; demonstrating manufacturing compliance with all government requirements including Unique Identification requirements; and providing quality, performance, and environmental evaluation data at the offerer's expense. The offerer must prepare and submit a qualification test plan for ESA approval, with notification to the Government at least 30 days in advance of testing, and must provide Government access to facilities during testing. A pre-contract award qualification article must be submitted for form, fit, and function evaluation, with notification of pass/fail results within 120 days. The estimated cost for testing and evaluation is $8,030.00, with an estimated completion time of 365 days. The document also outlines six Source Qualification Waiver Criteria that may allow suppliers to avoid full qualification requirements if they meet specified conditions, such as prior supply to the Government or OEM, mirror-image articles, or prior qualification on similar items.

b. Facilities, Testing, and Inspection Capabilities: The offerer must certify to the Government they have or have access to, required facilities and equipment to manufacture, inspect, test, package, and store the item. The offerer shall make their facilities, equipment, tooling, and personnel available for evaluation and inspections by the Government.

c. Data Verification: The offerer must verify they possess the complete and most current ESA approved Technical Data Package provided by the Government procuring office. This verification must include a complete list of all procedures, drawings, and specifications, including change notices, in the offerer's possession. The offerer may also be required to produce copies of all applicable procedures, drawings, or specifications.

d. Manufacture/Process Verification: The offerer must manufacture this item to conform to Government requirements as prescribed within the ESA approved Technical Data Package. The offerer must show compliance with all Unique Identification (UID) requirements IAW DFARS 211.741 as prescribed within the ESA approved Technical Data Package. The offerer must provide, at their own expense, data showing the results of all quality, performance, and environmental evaluations conducted by the offerer to show compliance with Government requirements. The offerer shall also identify material sources and standards used for internal processes. If the item is deemed a Critical Safety Item (CSI), the offerer must provide a management plan on how Critical Safety Processes (CSP) and Characteristics (CSD) are manged.

e. Test and Evaluation and/or Verification: The offerer, at their own expense, shall prepare and submit to the ESA for their prior approval, a qualification test plan/procedure detailing how they intend to verify compliance with all performance, environmental, mechanical, and quality assurance requirements identified by the ESA approved Technical Data Package. After completion, the offerer shall submit a complete test report to the ESA for their review and approval prior to contract award. The Government retains the right to exercise the option to inspect the testing processes, including on-site witnessing of any or all documented testing. If providing an award qualification article, it must comply with all requirements of the ESA approved Technical Data Package.

The article shall be subjected to a form, fit, and function evaluation to demonstrate compatibility with the weapon system and to evaluate the manufacturing capability of the offerer. Offerers will be notified whether or not their qualification article passes or fails the required qualification testing within 120 days of submitting a product for qualification testing. Note that successful completion of the qualification testing does not guarantee any contact award. If the offerer is deemed qualified and awarded the contract, a post-contract award first article exhibit may be required to verify production capability.

g. Qualification Requirement Cost Estimate: Estimated likely costs for testing and evaluation, which will be incurred by the potential offering party to become qualified:

h. Qualification Time Completion Estimate: ESA estimated likely time required, based on the complexity of the item and other factors shall be approximately: days

The potential source submits written certification that the articles have been supplied to the Government or Original Equipment Manufacturer (OEM) (e.g. DD Form 250, Material Inspection and Receiving Report, Purchase Order invoice, etc.).

The potential source is qualified on the right-hand article and requests to be qualified on the left-hand article. Only if right and left are mirror images of each other, then approval can generally be given.

A source qualified to provide an assembly is usually qualified to provide sub assemblies, major components, and items of that assembly.

A source qualified to provide earlier dash number of basic P/N may be qualified to provide other dash numbers of that same basic P/N, provided there is no increase in complexity, criticality, or other relevant requirements.

A source qualified to provide a similar or like item can be qualified to provide the require item. However, for approval, the ESA must verify that there is no increase in complexity, criticality, or other requirements over that of the similar item. At a minimum, the source shall provide a complete set of drawings for the similar item and written proof, such as purchase orders, shipping documents, etc., to show that the similar item was provided to the Original Equipment Manufacture or DoD.

A source previously qualified to provide an item, but which has been purchased, sold, merged, absorbed, reformed, split, etc., may qualify if it can be established that the qualification is currently with the requester and that the requester has the same or equivalent facilities, tooling, equipment, personnel, and utilizes the original forging, casting, etc., in the manufacturing process.
