About this file
This is a Manufacturing Qualification Requirements document for a Hydraulic – NLG Sequence Valve (Part Number 16VH027, NSN 1620-01-045-6113) intended for F-16 aircraft applications. The document establishes the qualification standards and procedures that potential offerors must satisfy to become approved sources for this component.
Offerors seeking qualification must fulfill multiple requirements including: notifying the appropriate government Small Business Office or contracting officer of intent to qualify; certifying possession of required manufacturing, inspection, testing, packaging, and storage facilities available for government evaluation; verifying possession of the complete and current data package for part 16VH027; manufacturing the item in conformance with ESA-approved engineering/technical data and demonstrating compliance with Unique Identification (UID) requirements per DFARS 211.274; submitting quality, performance, and environmental evaluation data at their own expense showing compliance with government requirements per 417 SCMS/GUEA standards; and preparing and submitting a qualification test plan/procedure for 417 SCMS/GUEA approval detailing verification methods for all performance, environmental, mechanical, and quality assurance requirements. Additionally, offerors must provide either a pre-contract award qualification article for government evaluation or submit a waiver; notify the government at least 30 days in advance of any testing; allow government on-site witnessing of documented testing; and submit complete test results for approval prior to contract award. The estimated qualification cost is $4,000.00 with an estimated 365-day completion timeframe. Offerors may not be denied the opportunity to submit and have considered an offer if they can demonstrate qualification capability before the contract award date. The document also provides five Source Qualification Waiver Criteria (QWC1-QWC5) that may allow qualifying sources to waive all or part of qualification requirements, though post-contract award first article exhibits may still be required to verify production capability.
