About this file

This is a Manufacturing Qualification Requirements document for a Downlock Actuator Assembly, Push Pull component used in the F-16 weapon system. The item is identified by National Stock Number (NSN) 1650-01-642-8153 and Part Number 201309302-101, with the Engineering Support Activity (ESA) located at 417 SCMS/GUEA under the United States Air Force.

Prospective offerers must satisfy ten mandatory qualification requirements to become approved sources. These include submitting a Source Approval Request (SAR) package to the Air Force Small Business Office or Contracting Officer; certifying possession of required facilities, equipment, and inspection capabilities; verifying possession of the current ESA-approved Technical Data Package with complete procedures, drawings, and specifications; manufacturing in full conformance with Government requirements including Unique Identification (UID) compliance; and developing and submitting a qualification test plan for ESA approval prior to testing. Offerers must provide at their own expense complete test reports demonstrating compliance with all performance, environmental, mechanical, and quality assurance requirements, with the Government retaining the right to witness testing on-site. Offerers must also submit either a pre-contract award qualification article for Government evaluation or request a waiver, with notification of pass/fail results within 120 days of submission. The estimated qualification cost is $5,275.00 and the estimated completion timeline is 365 days. Six Source Qualification Waiver (QWC) criteria are available for potential cost and timeline relief, including prior supply to the Government/OEM, mirror-image articles, assembly-to-subassembly progression, earlier dash number qualification, similar item qualification, and continuity through corporate transactions. Full qualification must be achieved before the contract award date, though approval does not guarantee subsequent contract award.

Offerers will be notified whether or not their qualification article passes or fails the required qualification testing within 120 days of submitting a product for qualification testing. Note that successful completion of the qualification testing does not guarantee any contact award. If the offerer is deemed qualified and awarded the contract, a post-contract award first article exhibit may be required to verify production capability.

The potential source submits written certification that the articles have been supplied to the Government or Original Equipment Manufacturer (OEM) (e.g. DD Form 250, Material Inspection and Receiving Report, Purchase Order invoice, etc.).

The potential source is qualified on the right-hand article and requests to be qualified on the left-hand article. Only if right and left are mirror images of each other, then approval can generally be given.

A source qualified to provide an assembly is usually qualified to provide sub assemblies, major components, and items of that assembly.

A source qualified to provide earlier dash number of basic P/N may be qualified to provide other dash numbers of that same basic P/N, provided there is no increase in complexity, criticality, or other relevant requirements.

A source qualified to provide a similar or like item can be qualified to provide the require item. However, for approval, the ESA must verify that there is no increase in complexity, criticality, or other requirements over that of the similar item. At a minimum, the source shall provide a complete set of drawings for the similar item and written proof, such as purchase orders, shipping documents, etc., to show that the similar item was provided to the Original Equipment Manufacture or DoD.

A source previously qualified to provide an item, but which has been purchased, sold, merged, absorbed, reformed, split, etc., may qualify if it can be established that the qualification is currently with the requester and that the requester has the same or equivalent facilities, tooling, equipment, personnel, and utilizes the original forging, casting, etc., in the manufacturing process.
