About this file
Manufacturing Qualification Requirements for Battery, Storage (P/N 16VE013003-1)
This document establishes manufacturing qualification requirements for an F-16 storage battery (NSN 6140010550435, P/N 16VE013003-1). Potential offerors must satisfy comprehensive qualification criteria before becoming eligible for contract award, including notification to the appropriate government Small Business Office, certification of required manufacturing facilities and testing capabilities, verification of a complete engineering data package (minimum LOCKHEED MARTIN CORPORATION drawing 16VE013003), demonstration of compliance with manufacturing and process requirements per ESA-approved technical data, and provision of quality, performance, and environmental evaluation results. Offerors must submit a qualification test plan for prior approval by F-16 SCMS GUEAA detailing verification methods for all performance, environmental, mechanical, and quality assurance requirements, then submit complete test reports prior to contract award. The government retains inspection rights including on-site witnessing of testing, with the offeror required to notify the government at least 60 days in advance of any qualification testing. Offerors will be notified of qualification test results within 120 days of product submission. Estimated qualification costs are $10,000, with an estimated 180-day completion timeline based on product complexity.
The document provides six Source Qualification Waiver (SQW) criteria allowing potential reduction or waiver of qualification requirements: SQW1 for articles previously supplied to government or original equipment manufacturers; SQW3 for sources qualified to provide assemblies automatically qualifying for subassemblies and components; SQW4 for sources qualified on earlier dash numbers of a basic P/N; SQW5 for sources qualified on similar items with no increased complexity or criticality; and SQW6 for previously qualified sources undergoing ownership changes if equivalent facilities, tooling, equipment, and personnel are maintained. An offeror must be fully qualified and meet all written requirements before the contract award date to achieve approved source status, though approval does not guarantee subsequent contract award. Post-contract award first article exhibit verification may be required even if a waiver is granted.
