About this file

This is a Manufacturing Qualification Requirements document for a Valve Assembly, Hydraulic Nose Gear Steering component (NSN 1620-01-054-0042, Part Number 16VL013004-1) used in F-16 aircraft. The Engineering Support Activity (ESA) is the 417th SCMS/GUEA, United States Air Force.

Potential offerers must satisfy nine qualification requirements to become an approved source: (1) submit a Source Approval Request (SAR) package to the Small Business Office or Contracting Officer; (2) certify possession of required facilities, testing, inspection, and storage capabilities; (3) verify possession of the complete, current ESA-approved Technical Data Package; (4) demonstrate manufacturing compliance with Government requirements and Unique Identification (DFARS 211.741) standards, including a Critical Safety Item management plan if applicable; (5) prepare and submit a qualification test plan for ESA approval, conduct testing at their own expense, and submit a complete test report, with the Government retaining the right to witness testing with at least 30 days' notice; (6) provide a pre-contract award qualification article for Government evaluation demonstrating form, fit, and function compatibility, with notification of pass/fail results within 120 days, or submit a waiver; (7) estimated qualification costs are $31,470.00; (8) estimated qualification timeline is 365 days; and (9) offerers must be fully qualified before the contract award date, though qualification does not guarantee contract award. Offerers may request waivers under four Source Qualification Waiver Criteria (QWC) categories or submit written explanations for other conditions to the Small Business Office for ESA evaluation. The document is controlled by the United States Air Force and classified as Controlled Unclassified Information (CUI).

The offerer shall make their facilities, equipment, tooling, and personnel available for evaluation and inspections by the Government.

c. Data Verification: The offerer must verify they possess the complete and most current ESA approved Technical Data Package provided by the Government procuring office. This verification must include a complete list of all procedures, drawings, and specifications, including change notices, in the offerer's possession. The offerer may also be required to produce copies of all applicable procedures, drawings, or specifications.

The offerer must show compliance with all Unique Identification (UID) requirements IAW DFARS 211.741 as prescribed within the ESA approved Technical Data Package. The offerer must provide, at their own expense, data showing the results of all quality, performance, and environmental evaluations conducted by the offerer to show compliance with Government requirements. The offerer shall also identify material sources and standards used for internal processes. If the item is deemed a Critical Safety Item (CSI), the offerer must provide a management plan on how Critical Safety Processes (CSP) and Characteristics (CSD) are manged.

e. Test and Evaluation and/or Verification: The offerer, at their own expense, shall prepare and submit to the ESA for their prior approval, a qualification test plan/procedure detailing how they intend to verify compliance with all performance, environmental, mechanical, and quality assurance requirements identified by the ESA approved Technical Data Package. Offerers will be notified whether or not their qualification article passes or fails the required qualification testing within 120 days of submitting a product for qualification testing. Note that successful completion of the qualification testing does not guarantee any contact award. If the offerer is deemed qualified and awarded the contract, a post-contract award first article exhibit may be required to verify production capability.
