About this file

This document is a Manufacturing Qualification Requirements specification for a Valve Assembly, Manifold component used in the C-5 weapon system.

The item being qualified is part number 4G94005-107F with National Stock Number 4810-01-273-1962, controlled by the United States Air Force through the 417 SCMS/GUEA Engineering Support Activity. Potential offerors must satisfy comprehensive qualification requirements including notification to the Government Small Business Office or Contracting Officer, certification of facilities and testing capabilities, verification of possession of the complete and current approved Technical Data Package, and demonstration of compliance with all Unique Identification requirements. Offerors must submit quality, performance, and environmental evaluation data at their own expense, prepare and obtain Government approval of a qualification test plan prior to testing, and provide either a pre-contract award qualification article for Government evaluation or submit a waiver request. The Government retains the right to witness all testing and requires at least 30 days' advance notice before testing occurs. The estimated cost for testing and evaluation to achieve qualification is $20,503,500, with an estimated completion timeframe of approximately 365 days. Offerors will be notified of qualification test results within 120 days of product submission. Five source qualification waiver criteria are available that may permit exemption from all or part of the full qualification requirements, though successful qualification does not guarantee contract award and post-contract award first article exhibits may still be required.

The source must be qualified through full flight test. Similar items will not be accepted for qualification.

The potential source submits written certification that the articles have been supplied to the Government or Original Equipment Manufacturer (OEM) (e.g. DD Form 250, Material Inspection and Receiving Report, Purchase Order invoice, etc.).

A source qualified to provide an assembly is usually qualified to provide sub assemblies, major components, and items of that assembly.

A source qualified to provide earlier dash number of basic P/N may be qualified to provide other dash numbers of that same basic P/N, provided there is no increase in complexity, criticality, or other relevant requirements.

A source previously qualified to provide an item, but which has been purchased, sold, merged, absorbed, reformed, split, etc., may qualify if it can be established that the qualification is currently with the requester and that the requester has the same or equivalent facilities, tooling, equipment, personnel, and utilizes the original forging, casting, etc., in the manufacturing process.
