About this file
This is a Class Justification and Approval (CJ&A) document for sole-source procurement authority issued by the Department of the Navy's Program Executive Officer for Unmanned Aviation and Strike Weapons.
The document authorizes the issuance of orders on a sole-source basis to Northrop Grumman Systems Corporation (NGSC) under Basic Ordering Agreement N00019-25-G-0003 for supplies and services supporting the MQ-4C Triton Unmanned Aircraft System (UAS) for the U.S. Navy, Cooperative Program, and potential Foreign Military Sales (FMS) customers. The current cooperative partner is Australia, with authority to act under this CJ&A expiring September 30, 2030. Supplies and services include developmental and sustaining engineering; production support; non-recurring engineering in support of Engineering Change Proposals; operational and safety improvements; hardware procurement; software development and infrastructure support; software upgrades and license renewals; trade studies and engineering analyses; interoperability and cybersecurity support; flight test support; requalification efforts; production kits; integration of new systems; production line shutdown activities; and support for MQ-4C Triton Increment II capabilities. The estimated total value is redacted. NGSC is designated as the sole responsible source because it is the only entity possessing the unique capabilities, complete engineering data, and technical skills necessary to design, develop, manufacture, and integrate the MQ-4C Triton UAS. Previous efforts were awarded between February 2015 and March 2025 on a sole-source basis. The justification notes that no Technical Data Package sufficient for competition is available and that qualifying another source would require over eight years and substantial cost duplication. The contracting officer determined the anticipated costs to be fair and reasonable. A pre-award synopsis will be issued for individual contract actions in accordance with FAR requirements.
