About this file

This is a Class Justification and Approval (CJ&A) document authorizing sole source procurement from The Boeing Company for MQ-25 Unmanned Aircraft System support services under a Basic Ordering Agreement (BOA).

The Naval Air Systems Command (NAVAIR) is issuing orders on a sole source basis to Boeing for supplies and services supporting the MQ-25 program. The CJ&A covers the ordering period from FY23 through FY26 under BOA N00019-21-G-0006, with authority expiring on 13 April 2026. The services include non-recurring engineering for developmental testing and engineering analyses; operational and safety improvements; software maturation and infrastructure support; trade studies and engineering analyses; interoperability and cybersecurity support; flight tests and logistics support; reliability and maintainability implementation; procurement of life-of-type hardware; life cycle program planning and training support; packaging, handling, storage and transportation studies; and production planning. The estimated total value of orders is redacted in the document. The contracting officer has determined the anticipated cost to be fair and reasonable. Boeing is identified as the only responsible source with unique capabilities and complete data necessary to fulfill Navy requirements, as Boeing holds the MQ-25 Engineering and Manufacturing Development contract awarded in August 2018. The document notes that design documentation has not been delivered and final Technical Data Package will not be available until May 2025, making Boeing the only source with experienced staff and technical understanding of system requirements. The MQ-25 program is being developed using a Modular Open Systems Approach to enable future competition for upgrades and subsystems where practicable. A sources sought waiver was previously approved on 30 July 2021.
