About this file
This Addendum No. 2 is a clarification document issued by Lane County Sheriff's Office on August 16, 2022, in response to questions submitted during the Request for Information (RFI) process for the MPLS Network Buildout and Support project. The addendum addresses inquiries regarding network applications, traffic types, and system priorities without disclosing specific equipment manufacturers or application names due to security sensitivity. The clarification document confirms that the network will carry Radio over IP (RoIP) as the highest priority traffic, followed by VoIP phones for site-to-site technician communication (excluding 911 call center traffic), camera systems, SCADA systems, and general internet access. The closing date for the RFI remains unchanged, and the document specifies that some SCADA devices and the camera system report to cloud services for remote data reporting and access, though no applications are exclusively cloud-hosted and all devices maintain offline operational capability.
The addendum establishes traffic prioritization hierarchy, with RoIP designated as top priority, SCADA and site controls as secondary priority, and all other services ranked equally as tertiary priority. Lane County clarified that 911 call center and VoiP traffic will not operate on this network and that while cloud reporting is utilized for remote monitoring and control functions, the infrastructure allows for independent offline operation of all devices. The document does not address pricing, set-asides, incumbent contractors, or funding sources, as its purpose is limited to providing technical clarifications and operational parameters for potential bidders responding to the network buildout solicitation.
