About this file
This document is a Request for Proposal (RFP) issued by Mountain Parks Electric, Inc. (MPEI), a not-for-profit electric cooperative in Granby, Colorado, seeking professional engineering consulting services to develop a comprehensive 10-year Long Range Plan (LRP). The project aims to guide MPEI's system planning and infrastructure development through 2035, with a specific focus on creating a 3-5 year construction work plan that addresses utility improvements based on capacity, voltage, and service reliability criteria. The RFP requires consultants to evaluate MPEI's existing distribution system, analyze load growth projections, identify reliability improvement opportunities, develop capacity upgrade strategies, and recommend prioritized capital projects. The proposal submission deadline is October 17, 2025, at 5pm MDT, with a pre-bid meeting scheduled for September 18, 2025, from 9:30am-11:00am MDT, which can be attended in-person or via Microsoft Teams.
The RFP specifies minimum vendor qualifications, including 10+ years of experience with electric distribution and transmission utilities, knowledge of RUS design standards and regulations, and familiarity with high-altitude and rural electric system design challenges. Proposals will be evaluated based on relevant experience, proposal clarity, competitive pricing, references, and implementation schedule. The selected consultant must provide comprehensive services including system assessment, load forecasting, system modeling, improvement recommendations, resiliency evaluation, and GIS-compatible mapping. Insurance requirements are detailed, with minimum coverage levels specified for various policy types, including workers' compensation, general liability, automobile liability, and optional environmental and cyber liability coverage. MPEI serves approximately 23,000 meters across 1,800 miles of line in a high mountainous terrain with limited construction seasons, which will be a critical consideration for the selected consultant.
