About this file
This is a Scope of Work document for the Bay County Advanced Wastewater Treatment Facility (AWWTF) PLC Upgrades Project in Florida, detailing the replacement of legacy programmable logic controllers and associated input/output modules with new Allen-Bradley CompactLogix 5380 Series systems. The project encompasses PLC replacements at four locations: the BNR PLC, PLC 1 (including associated remote I/O), and the Effluent PLC, with each location requiring new power supplies, discrete input/output modules, and analog input/output modules compatible with the new PLC architecture. The contractor must download and review existing programs, develop compatible new programming, perform factory acceptance testing with Owner notification seven days in advance, conduct on-site demonstration testing prior to cutover, and coordinate a maximum 12-hour process downtime during system transition. All deliverables must include updated documentation in CAD and PDF formats, software programs in digital format, operations and maintenance manuals for all components, and complete as-built drawings. Electronic or sealed paper submissions were due to the Bay County Board of County Commissioners by 2:00 pm on Tuesday, June 9, 2026, with public opening immediately following the deadline.
The contract requires a single, pre-approved system integrator responsible for complete system design, supply, delivery, installation, certification, calibration, software configuration, testing, and start-up. Qualified System Integrators must have a minimum of ten years' experience performing similar work for municipalities with verifiable references, have operated under the same company name for at least ten years, and maintain advanced certification on VTScada. The System Supplier must provide all hardware, software, collateral services including testing, calibration, startup, training, and operations/maintenance manuals without additional cost to the Owner. All equipment must be new, UL-listed, with control panels requiring UL-508A or UL-698A certification, and the system must include a one-year onsite warranty with 24-hour response time during normal business hours, five days per week. Additional requirements include Factory Acceptance Testing observed and certified by a qualified full-time employee, two instructor days of onsite training for Owner personnel after substantial completion, video-recorded training sessions, and comprehensive operations and maintenance documentation in electronic format with searchable indexing and hyperlinked technical specifications.
