This is a Request for Proposal (RFP) issued by Auburn University on behalf of the Military Ocean Terminal Sunny Point (MOTSU) in North Carolina, seeking a service provider to deliver comprehensive red-cockaded woodpecker (RCW) monitoring and habitat management support. The contract encompasses seven primary tasks: project management and reporting, RCW cavity tree updating, breeding and reproduction monitoring, fledgling monitoring, adult monitoring and banding, habitat management support, and provisioning of artificial cavities. The service provider must deliver approximately 340 known RCW cavity trees updates within 24 clusters, conduct nest checks at 9-11-day intervals beginning mid-April through July 15, perform banding of nestlings and adults according to U.S. Fish and Wildlife Service (USFWS) protocols, and install up to 15 drilled cavities or cavity inserts annually. The contract period runs from September 12, 2026, through September 11, 2027. A mandatory kick-off meeting must occur within 20 work days of performance commencement, and the service provider must attend the annual USFWS/Army RCW coordination meeting. Monthly progress reports are due by the 10th of each following month, with a comprehensive breeding season summary due by August 31 and all federal and state permit reports due by January 31 of the subsequent year.

Proposals are evaluated 50 percent on pricing and 50 percent on history and past performance, with the lowest overall cost and demonstrated experience with similar Department of Army or Department of Defense projects weighted most heavily. The service provider must furnish all personnel, equipment, supplies, transportation, and materials except for government-furnished items, and must maintain comprehensive insurance coverage including workers' compensation, commercial general liability of $1,000,000 per occurrence with a $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, and umbrella/excess liability. The service provider must hold all required federal and state permits for RCW banding, capture, and translocation, including Federal Endangered Species Authorization, North Carolina Endangered Species Permit, and USGS Bird Banding Permit with auxiliary marking authorization. The Program Manager must possess a Master's or Doctorate degree in Biology, Wildlife, or Zoology with minimum 15 years of RCW experience. All deliverables including GIS data, reports, and correspondence become property of MOTSU and must be provided in Microsoft Office formats and ArcGIS geodatabase format. TECHNICAL EXHIBIT 1: MOTSU VICINITY MAP

TECHNICAL EXHIBIT 3: MOTSU RCW CLUSTER MAP

TECHNICAL EXHIBIT 3: HABITAT ASSESSMENT AND CODES

The following discussion of habitat assessment and codes should be followed during annual RCW tree updates and while collecting data for new RCW cavity/start or provision tree.

1. The habitat codes in general are used to measure any midstory encroachment to the cavity/start tree, in full circle around the cavity tree and at a distance of 0-50 ft. and 51-200 ft. from the cavity tree. When assessing the surrounding area, capture the habitat conditions that constitute the greatest impact to RCW. Determine the general species type with the greatest impact.

For example:

• Code 1 is for hardwoods

• Code 2 is used when pines are the worst habitat problem, usually a pocket of pines within 50 ft of the cavity tree and blocking the entrance to cavity or start.

• Code 3 denotes “shrubs” and is used in instances when trees are in or next to drains and the presence of shrubs is more of a problem than surrounding hardwoods or pines.

• Code of 0 means there is no trees or shrubs within 50 or 200 ft. of the cavity tree (grasses, open areas).

2. When assessing midstory Density, measure midstory conditions surrounding the tree in the full circle around the cavity tree and at a distance of 0-50 ft. and 51-200 ft. from the cavity tree.

• Code 0 denotes an absence of midstory.

• Code 1 - “sparse”; midstory trees have a spacing >20 ft.

• Code 2 - “moderate” and the spacing of midstory trees is 10-20 ft.

• Code 3 - “dense”, is midstory trees with a spacing of less than 10 ft.

3. The Height codes are used in conjunction with density specifically to assess any midstory encroachment problems. For example, a low density with low height midstory is not as serious a problem as would be moderate to dense density with heights over 10 ft.

• Height code 0 denotes none and should only be used with grasses or open areas.

• Code 1 is for encroachment of 1-5 ft

• Code 2 is for 6-10 ft

• Code 3 is for 11-15 ft

• Code 4 is for encroachment greater than 16 ft

4. There is also a comment to denote whether a cavity or start tree is in or next to a drain. “No” denotes that the tree is not in or next to a drain, and Yes, indicates that it is.
