About this file
This document is a justification for other than full and open competition for a federal contract. The Department of the Navy Strategic Weapons Facility Atlantic requires maintenance and repair services for their Motorola Enterprise Land Mobile Radio System, which includes over 20 naval bases and has a total investment of over $8 million. As the system uses all Motorola components that require Motorola parts to ensure compatibility and interoperability, only Motorola or authorized Motorola repair companies can perform the services. The base conducted market research that found several small business Motorola distributors have the capability to compete for this requirement. As such, the procurement will be set aside for small businesses and posted on SAM.gov to allow as many potential sources as practicable to submit quotes, which will be evaluated for fairness and reasonableness of price. The total value is estimated at $983,055 over a one-year base period and four option years.

As noted under Section VI. Market Research Results/Potential Suppliers (Page 5), the Market Research results finding suggest that there are several small business distributors of Motorola that have the required capabilities to compete for this requirement and the estimated contract value falls within the simplified acquisition threshold (FAR 13).
